공공조달 성과와 중소기업 성장에 관한 연구 : 우수조달물품제도 참여기업을 중심으로 = A study on the growth of SMEs with public procurement performance : focusing on firms participating in the excellent quality products system

국문 초록 (Abstract)

공공조달은 정부와 공공기관이 민간으로부터 재화 및 서비스, 용역을 구매하는 것으로 보건, 환경보호, 공공질서, 경제활동(인프라, 교통, 에너지, R&D 포함) 등의 모든 공공서비스를 포함하고 있다. 이러한 특성 때문에 국민생활과 사회·경제적으로 밀접하게 연계되어 있으며, 매년 정부 지출 규모 중 큰 비중을 차지하고 있다. 그리고 국가의 전략적 정책목표 추진 또는 기업의 성장기회를 제공하는 주요 정책수단으로 활용된다.
본 연구는 공공조달의 공공수요에 의해 기업성장에 긍정적 영향을 미치며, 특히 시장경쟁력이 부족한 중소기업 성장에 더 큰 영향을 미칠 것이라고 주장한다. 이러한 주장을 검정하기 위해 2006년부터 2017년까지 조달청 우수조달물품제도에 참여한 2,930개 기업의 자료를 수집하여 성향점수매칭추정법(PSME), 패널회귀분석 등의 통계적 추정모형을 통해 검정하였다. 검정결과 다음과 같이 몇 가지 연구가설을 지지하는 결과를 얻었다.
첫째, 공공조달 정책지원을 받은 기업의 경우 정책지원을 받지 않은 기업보다 민간 매출성장률이 더 크게 나타났다. 이는 공공수요의 초기시장창출이 공공조달 정책지원을 받은 기업의 생산량을 증가시켜 기업의 매출 성장을 돕는 레버리지로 작용되고 있음을 알 수 있다.
둘째, 공공조달은 중소기업 경쟁력을 강화하는 정책수단으로 활용될 수 있다. 이러한 주장은 홍보 및 신호 효과, 기술 및 품질 향상 자극 효과, 시장 불확실성 완화 효과, 규모의 경제 및 학습 효과 등의 이론적 근거로 설명될 수 있다. 검정결과 공공조달에 참여한 중소기업에 있어 공공조달의존도가 높은 기업일수록 민간부문의 매출성장률이 증가되는 것을 관찰한다. 이러한 효과는 일정 수준의 생산설비와 규모가 확립되는 시점이 되면 공공분야에 머물지 않고 민간 분야로 이어져 기업의 시장경쟁력을 견인할 수 있다는 점을 시사한다.
셋째, 공공조달의 기업성장효과는 성숙된 고연령 기업보다 창업초기기업에게 더 크게 발현되었다. 이 주장을 펼치기 위해 기업의 조직유연성, 신기술 수용성 등의 이론적 근거를 토대로 성숙된(고연령) 기업성장 메커니즘의 강도가 작아질 것이므로 고연령보다 저연령 기업에게서 공공조달의 성장효과가 클 것이라는 가설을 제시한다. 검정결과 공공조달 참여 정도가 큰 기업일수록 높은 성장률을 보였을 뿐만 아니라, 이 관계는 저연령 기업일수록 더 강하게 나타났다. 다시 말해 공공조달참여가 창업초기기업과 같은 기술개발 중심의 기업 성장에 더 유익하게 작용된다는 점을 시사한다.
특히 본 연구는 우수조달물품제도와 같이 전략적 조달절차의 특성을 갖춘 조달정책이 시장경쟁력이 부족한 기술개발 중심의 창업초기기업들의 성장에 유익을 가져오고 효용성이 있는 정책도구의 특성을 가지고 있다는 점을 발견한다. 이러한 효용성은 창업초기기업의 생존과 혁신성장을 촉진하는 중요한 정책수단으로 활용될 수 있다는 점을 강조하며, 연구결과와 연계한 몇 가지 정책지원측면의 발전방안을 제언하고 정책적 함의를 이끈다.
공공조달은 국가의 전략적 정책수단으로 활용되어 경제 위기극복을 위한 역할을 수행할 수 있으며, 중소기업의 기업성장과 혁신을 촉진하는 정책적 수단으로 활용될 수 있다. 본 연구결과를 통해 공공조달의 다양한 정책적 유익을 고려한 정책대안들이 수립되어 COVID-19 영향으로 위축되어 있는 중소기업의 경영활동과 시장경쟁력을 확보하지 못한 기술개발 중심의 창업초기기업의 성장과 혁신을 촉진하는 계기가 마련되길 기대한다.

다국어 초록 (Multilingual Abstract)

Public procurement is the purchase of goods, services, and services from the private sector by the government and public institutions, and includes all public services such as health, environmental protection, public order, and economic activities (including infrastructure, transportation, energy, and R&D). Public procurement, which is closely linked socially and economically with people's lives, occupies a large portion of the annual government expenditure, and is used as a major policy tool to promote the nation's strategic policy goals or provide opportunities for firms growth. This study argues that public demand for public procurement has a positive effect on firms growth, and that it will have a greater impact on the growth of small and medium-sized enterprises (SMEs) that lack market competitiveness. To test this claim, data from about 2,930 firms that applied for excellent quality products from the public procurement service from 2006 to 2017 are collected and tested using analysis techniques such as propensity score matching estimation (PSME) and panel regression analysis. As a result of the test, the following results support several research hypotheses. First, in the case of firms receiving public procurement policy support, the private sales growth rate was higher than that of firms not receiving policy support. It can be seen that the initial market creation of public demand is acting as a leverage to help the firms sales growth by increasing the output of the firm receiving the public procurement policy support. Second, public procurement can be used as a policy tool to strengthen the competitiveness of SMEs. These claims can be explained on the basis of theories such as public relations and signaling effects, technological and quality-enhancing stimulation effects, market uncertainty mitigation effects, and economies of scale and learning effects. As a result of the test, we observe that the private sector's sales growth rate increases as the SMEs that participate in public procurement are highly dependent on public procurement. This effect draws the implication that when a certain level of production facilities and scale is established, it will lead to the private sector rather than the public sector, leading to market competitiveness of firms. Third, the firm growth effect of public procurement was more pronounced in the early start-up firms than in the mature, older firms. To support this argument, we hypothesize that the growth effect of public procurement will be greater in younger firms than in older firms because the strength of mature (older) firms growth mechanisms will become smaller based on theoretical grounds such as organizational flexibility and acceptance of new technologies. As a result of the test, firms with a greater degree of participation in public procurement not only showed higher growth rates, but this relationship was stronger with younger firms. These results suggest that public procurement is more beneficial for firms growth centered on technology development, such as early start-ups. This study finds through quantitative analysis that public procurement is a major factor helping SMEs' growth and market competitiveness. In particular, it is worth including as one component of a variety of policy mixes aimed at asymmetrical support for start-up firms, and emphasizes that it is a major policy tool to drive SMEs’ growth and promote innovation.
