중국의 전략적 신흥 산업 발전에서의 국가의 역할: 중앙의 이념(Ideas)과 지방의 이해(Interests)를 중심으로 = The Role of the State in Developing China’s Emerging Strategic Industries: The Center’s Ideas and Local Interests

다국어 초록 (Multilingual Abstract)

This article scrutinize and explore how the Center’s ideas on emergingstrategic industrial development in China has influenced and changedinterests and preferences of the local governments by investigating the roleof the state divided into central and local levels in China’s strategicemerging industrial development policy since 2010. In spite of the Center’sstrong idea, the reason for the variation of local governments’ industrialintervention was that there was a difference in the interests andcoordination mechanisms among various local bureaus and local companiesaccording to the characteristics of each emerging industry and eachprovince’s comparative advantage. As a result, the key to the success ofChina’s emerging strategic industries depends on how the Center’s strongideas can transform local preferences and interests into a developmentalway and bring about regional cooperation instead of regional viciouscompetition.

국문 초록 (Abstract)

2010년부터 진행된 중국의 전략적 신흥 산업 발전 정책에서 중앙과 지방으로 나누어진 국가의 역할을 살펴봄으로써 신흥 산업 발전에 대한 중앙의 강한 이념이 지방의 이해와 선호를 어떻게 변화시켰는지를 살펴볼 것이다. 또한 중앙의 강한이념에도 불구하고 지방의 산업 개입 방식에 편차가 발생한 이유는 바로 각 산업의 특성과 비교우위에 따라 지방 부처들과 기업들 사이의 이해관계와 조정 방식에 차이가 있었기 때문이다. 결과적으로 중국의 전략적 신흥 산업이 성공할 수 있는관건은 중앙의 강한 이념이 어떻게 지방의 선호를 발전적 방향으로 변화시키고 지방 사이의 협력을 도출 할 수 있는지에 달려 있다.
