국민참여를 통한 정부혁신 사례연구: 행정안전부 사례를 중심으로 = Case Study on Government Innovation Through Citizen Participation: Focusing on the Case of the Ministry of Public Administration and Security

국문 초록 (Abstract)

본 연구에서는 행정안전부의 국민참여 사례를 통해 정책성과를 도출하고 행정서비스를 혁신한 사례를 분석하였으며, 국민참여를 통한 혁신을 도모한 영향요인을 도출하였다. 본 연구의 대상이 된 행정안전부는 중앙부처 및 지방정부, 공공기관의 정부혁신을 독려하는 주무부처로서 국민참여를 통한 정부혁신을 성공적으로 추진한 기관으로 평가를 받아왔다. 이에 본 연구에서는 2022년 행정안전부의 국민소통과 참여의 추진과정, 국민참여를 위한 창구의 분석, 국민참여를 통한 서비스 혁신의 성과 등을 검토하였다. 또한 이러한 분석을 통해 행정안전부가 국민참여를 통해 정부혁신을 할 수 있었던 영향 요인을 분석하였다. 이러한 영향 요인을 통해 다른 중앙부처 및 공공부문에서 국민참여를 독려하고 이를 통해 행정서비스의 질을 제고하는데 기여할 것으로 판단된다.

In this study, the Ministry of Public Administration and Security deduced policy outcomes through public participation cases, analyzed cases of administrative service innovation, and derived influencing factors that promoted innovation through public participation. The Ministry of Public Administration and Security, which was the subject of this study, has been evaluated as an institution that successfully promoted government innovation through public participation as the main ministry that encourages government innovation in central and local governments and public institutions. Therefore, in this study, the process of promoting public communication and participation in the Ministry of Public Administration and Security in 2022, analysis of channels for public participation, and service innovation outcomes through public participation were reviewed. In addition, through this analysis, the influence factors that the Ministry of Public Administration and Security were able to achieve government innovation through public participation were analyzed. Through these influencing factors, it is judged that other central ministries and public sectors will encourage public participation and thereby contribute to improving the quality of administrative services.
