지방의회 정책지원에 관한 비교 분석 : 전주시의회를 중심으로

No matter how politically and administratively has a local council changed in South since its establishment, it is true that its specialty and political capability accompany some limitations.
The enhancement measures for the support functions of a local council have been asserted and scrutinized by many previous researches. That is, the diverse measures for revitalization of local legislative activities and enhancement of assistant function have been suggested in many authorities relevant to local council and researches on local autonomy. Nonetheless, restraints such as conflict of interests and actual problems have forbidden the introduction of the measures. Especially, the means for improvements of a local council have been in the outside of the national political concern.
With regard to local residents' growing demand on the strengthened policy capability and enhanced position of a local council by improving specialty and securing legislative activities, this study makes the focus on the prerequisite condition that system improvement and institutional apparatus for self-enhancement of policy function has to be prepared in a local council, with the purpose of its proper execution for resident-authorized function and role.
The purpose of this study is to explore implication and limitation from the case of local council's policy support and to formulate improvement measures for the political support of a local council through the political support of the Jeonju Council which provides accessible cases in terms of the non-institutional dimension.
The followings is the outline of the research. Chapter I contains the aim, necessity, scope, methodology and literature review of this research. Research questions in Chapter I are "why has policy support been inactive?", "what are the approaches that can be practically introduced to a local council?" and finally, "what are institutionalized apparatus and application measures to council system by non-institutional and institutional approaches?"
Chapter II, with the priority given to theocratical consideration, states the position and role of a local council. It also explores function, direction and restraints for political capability. In this chapter, theocratical foundation is laid for technical logic approaches in the coming chapters.
Based on the posed questions and explored questions previously, Chapter III scrutinizes the analysis on the case of detailed policy support enhancement and implication from it. To begin with, considering the practical institutional features of a local council, this chapter provides the limitations of a council and then, analyzes establishing policy support cases with categorization of them by metropolitan and local council. By this context, this chapter examines collectively the policy support cases of local councils in Korea and takes the detailed shape of limitation and implication in terms of the institutional dimension particularly.
In Chapter IV, the cases of a promoted research organization composed of local assemblyman in the Jeonju City Council and revitalization of policy support as a non-institutional policy support case is analyzed and non-institutional achievement and implication, which can be compared with previous cases, are presented in the view of institutionalization.
Chapter V makes the analyses of institutional actual condition and non-institutional one on the actual feature of a local council and produces institutional and non-institutional measures for the improvement of local council's policy support.
This research with the focus on pursuing improvement means to overcome the institutional limitation of a local council is to verify three hypotheses provided above and to systematize new approach to improve the polity support means from previous and Jeonju City Council cases.
The reason to adopt institutional and non-institutional approaches in this study, although the selection of cases seems to add abstruseness, is that the existing research has tended to focus on institutional one and has failed to clarify fine measures for practical limitations. The actual cases of Jeonju City that the author, as a local assemblyman, has faced make the study possible enough to non-institutionally approach policy capability improvement. With noting this, the author is confident that this study informing the cases of the Jeonju City Council will evoke repercussion.
