오사카의 소수자 거주지역 －차이와 낙인의 지리적 구성 = Osaka's Minority Neighborhoods －the Geographical Construction of Differences and Stigmas－

국문 초록 (Abstract)

이 연구에서는 오사카 소수자 집거 지역의 발달의 역사를 통해서, 오사카의 사회경제적 불평등이 지리적으로 배치되면서 사회적, 종족적 타자에 대한 낙인이 지리적으로 구성되는 과정을 살펴보고, 이러한 차별적인 조건에 소수자 집단들이 어떻게 대응해 왔는지 살펴본다.
오사카 환상선(環狀線)을 따라 발달한 ‘마이너리티 초승달 지대’는 봉건제적 질서에 따라 구성된 근세 오사카의 지리적 구획 위에, 19세기 말~20세기 초의 제국주의 발달과 공업화과정에서 피식민지와 지방의 하층노동인구들이 유입되어 확장하는 도시 외연에 자연발생적으로 발달한 사회적, 종족적 소수자의 거주지역이다. 근세 일본의 상업의 중심지였던 오사카가 근대 일본의 국제적 산업도시이자 상업도시로 발달하는 과정에서, 근세부터 존재해온 사회적 소수자(부라쿠민, 도시빈민)와 제국에 새로이 편입된 피식민 주체(오키나와인, 조선인)들은 근세 오사카의 도시 경계와 근대 이후 확장된 오사카 시역(市域) 사이의 이너 시티(inner city)지역에 위치하게 되고, 오사카에 필수적인 값싼 노동력을 제공하는 한편, 경제, 사회적으로 가장 낮은 지위를 차지하게 되었다.
이들 각 집단의 역사적, 문화적 특성과 정착 과정의 차이에도 불구하고, 이들의 삶의 경험이나 주류 일본인들이 이들을 바라보는 시선에는 다음과 같은 공통점이 발견된다. 첫 번째로 이들의 주변적인 지위는 빈곤으로 인한 거주지 선택이나 불가피한 삶의 방식의 차이에서 기인한 것들, 즉 계급/계층적 차이가 문화적 이질성으로 해석된 것이며, 그로 인해 이들은 ‘정상적인 삶’을 영위하는 ‘좋은 일본인’에 대비되는 ‘비위생적인, 비도덕적인, 위험한, 무법적인, 비(非)일본인’ 으로 인식되게 되었다. 두번째, ‘빈민가, 불량주택지구, 바락 (barrack, 판잣집), 슬럼’ 등으로 불리는 열악한 주거환경이 이들이 경험한 차별의 핵심을 이루었다. 셋째, 이들의 주거지가 오사카 남부에 연쇄적으로－오사카 환상선(環狀線)을 따라－존재함으로써 이들에 대한 낙인은 지리적 경계를 따라 구성되었다.
이러한 계층적－종족적－문화적－지리적 낙인의 중첩효과로 인해서, 해당 지역의 주거조건이 개선되거나, 소수자들이 더 이상 거주하지 않게 된 경우에도, 그리고 소수자 거주의 역사를 자세히 알지 못하는 젊은 세대나 오사카 외부인에게도 이 지역과 관련하여 막연하게 ‘위험한 곳, 질이 나쁜 사람들이 사는 곳’이라는 낙인은 여전히 존재하는 것을 볼 수 있다.
한편, 이러한 공통된 조건에 대응하여 소수자들은 모방이나 연대에 의한 공통적인 대응을 보이기도 하고, 때로는 갈등을 벌이기도 하였다. 그러한 점에서, 이 소수자 집단들의 집단정체성이나 실천은 단순히 주류 일본사회와의 일대일 관계만을 통해서 형성되는 것이 아니라, 이 공유된 사회적 조건 속에서 소수자 그룹들 사이의 상호작용을 통해서 규정되고 형성되는 것을 알 수 있다.

다국어 초록 (Multilingual Abstract)

This study examines the geographical distribution of ethnic and/or social minority neighborhoods in Osaka. In doing so, it explores the historical process which each minority group－burakumin, the urban poor, Okinawans and Koreans－came to constitute a mosaic piece of the socio-economic-spatial configuration of inequality in Osaka, and how stigmas against these minorities did not form soley based on ethnicity, but on multiple, correlated factors, namely ethnicity, socio-economic class, and geography.
In the historical process in which Osaka shifted from the center of commerce in premodern Japan to "the Manchester of the Orient" in Japan’s nation-state-/and empire-builing, the settlements of historical and social minorities such as eta and hinin (later to become burakumin), daily laborers and the poor, as well as colonial subjects of the emerging empire, such as immigrants from Okinawa and Korea, were recruited to provide cheap labor for the city to function. They came to occupy the areas along the southern half of the Osaka Loopline, which georapher Mizuuchi referred to as “Osaka’s minority crescent”(2003). Despite the historical particularities and cultural difference in each minority groups who live in these neighborhood, they share common characteristics, such as : 1) the class-based differences of these minorities such as the choice of residence and unrefined lifestyle were conflated with their ethnic or cultural differences in the eyes of mainstream Japanese; 2) their poor living conditions in the ‘slum’ areas constituted the foremost and the most immediate effect of discrimination in their lived experience as a minority; 3) cultural difference and class-based markers were tied with a specific geographic area, constructed the basis of stigmas against those who fail to be ‘good Japanese’. And thus, the minority neighborhoods remained significantly segregated not only in physical geography but also in imagined geography.
However, these shared conditions of social inequality also brought out common strategies from minority groups, in which different minority groups cooperated, emulated and/or contested each other to improve their disadvantaged conditions. This study calls for an interactive perspective to understand the conditions and actions of minority groups adequately. No minority groups has had existed in isolation, nor had they only one-on-one relationship with the mainstream Japanese society; but instead they have had multiple intersecting relationships with one another. Therefore, complex interactions between minority groups are examined in the shared social context for a better understanding of the politics of social exclusion and inclusion of Osaka city.
