This paper is to suggest a policy for elementary English education in view of EFL reality. The point is whether or not to accept the need of introducing English as a subject matter in the 1<sup>st</sup>~2<sup>nd</sup> grade in elementary school. Looking back on the 7<sup>th</sup> English curriculum from 1997 until now, no mention was sincerely done about introducing English for the 1<sup>st</sup>~2<sup>nd</sup> grade since 2006 while children in preschool, kindergarten and most of private schools have already learned English at a great cost nationwidely. The 7<sup>th</sup> curriculum has been revised three times(2007, 2009, 2015) and especially in elementary school, extended one hour per week for 3<sup>rd</sup>~4<sub>th</sub> and 5<sup>th</sup>~6<sup>th</sup> grade in 2008. The 2015 English curriculum will be realized to activate students` key competence in 2018. Not including English as a subject matter in the 1<sup>st</sup>~2<sup>nd</sup> grade will not be enough for revitalizing 2015 curriculum.
