중국의 국가핵심이익 시기별 외연 확대 특징과구체적인 이슈 = Periodic Characteristics and Issues of China’s Core Interests’ Expansions

다국어 초록 (Multilingual Abstract)

The purpose of this study is to delineate specific issues pertaining to China’s core interests, by analyzing articles published on the People’s Daily. The following are the findings derived from the content analysis. The analysis was conducted by using ‘National Core Interest’ as a keyword, searching the entire archived texts of the People’s Daily from January 1, 2001 to October 27, 2016.
First, according to the frequency-per-year of the keyword and specific issues published in the People’s Daily, it can be found that the frequency during the 10 years under the leadership of Hu Jintao is much lower compared to the frequency during the three year and 10 month period of Xi Jinping’s leadership, just until October 2016. It also shows that Xi Jinping’s relevant speeches have been quoted both indirectly and directly at a much higher rate than did those of other leaders during the era of Hu Jintao. This can lead to mean that ‘National Core Interests’ has not only become an important concept for China’s foreign policy but also that the specific issues and topic areas have been diversifying during Xi Jinping’s leadership.
Second, distinguishing between general topics and specific issues by year, until 2008 the most frequent general topics were ‘National Sovereignty’ and ‘National Reunification’, of which pertaining specific issues include ‘Taiwan’, ‘Tibet’, ‘Macao’, and ‘Xinjiang’. During the same period, ‘National Security’, and ‘Territorial Integrity’ were some other frequent general topics, while the general topic of ‘Economic Advancement’ was not mentioned until 2008. From 2010, the specific issues pertaining to ‘China’s Political System Established by the Constitution and Overall Social Stability’ and ‘Basic Safeguards for Ensuring Sustainable Economic and Social Development’ have gradually begun to be mentioned.
Third, the following is the list of specific issues per general topic. ①The specific issues sortable under the general topic of ‘National Sovereignty’ include ‘Tibet’, ‘Macau’, ‘Xin Jiang’, ‘Hong Kong’, ‘Independent’ and ‘History’. ②The specific issues pertaining to ‘National Security’ are ‘Airspace Security’, ‘Peaceful Country’ and ‘Korea Peninsula’. ③The specific issues pertaining to ‘Territorial Integrity’ are ‘Diaoyu Islands/Senkaku Islands’, ‘Border Rights and Interests’, ‘Maritime Rights and Interests’, ‘South China Sea’ and ‘East China Sea’. ④The specific issue pertaining to ‘National Reunification’ is ‘Taiwan’. ⑤The specific issues pertaining to ‘China’s Political System Established by the Constitution and Overall Social Stability’ include ‘Core Values’, ‘National Solidarity’, ‘National Dignity’, ‘Ideology’, ‘Falun Gong’, ‘Political Power’ and ‘Public Culture’. ⑥The specific issues pertaining to ‘Basic Safeguards for Ensuring Sustainable Economic and Social Development’ include ‘Land’, ‘Data Sovereignty’, ‘Information Territory’, ‘National Modernization’, ‘People’s Welfare’, ‘Large Scale State-Owned Enterprises’ Core Business Secrets’ and ‘Technological Innovation’.

국문 초록 (Abstract)

이번 연구는 인민일보에 대한 내용분석을 통해 중국의 구체적인 핵심이익 이슈를 분석해 내는 것을 목표로 하였다. ‘국가핵심이익’을 키워드로 2001년 1월1일부터 2016년 10월27일까지의 인민일보 전문에 대한 내용분석 결과는 다음과 같다.
첫째, 키워드와 구체적인 이슈들의 연도별 빈도수를 살펴보면, 후진타오 집권 10년에 비해 시진핑 집권3년10개월 동안의 빈도수가 더 높음을 발견할 수 있다. 이뿐만 아니라, 후진타오 집권 시기 후진타오 등 주요 지도자들의 발언이 거의 인용되지 않는 것에 비해, 시진핑 집권 시기 시진핑의 국가핵심이익 관련 발언은 직․간접적으로 인용이 되고 있음을 알 수 있다. 이를 통해 시진핑 집권 시기 중국의 대외정책에서 핵심이익이 강조되고 있음은 물론 그 구체적인 이슈와 문제들이 다양해지고 있음을 확인할 수 있다.
둘째, 포괄적 주제와 구체적 이슈를 연도별로 살펴보면, 2008년까지는 ‘대만’, ‘티베트’, ‘마카오’와 ‘신장’등 ‘국가주권’, ‘국가통일’과 관련된 이슈들이 대부분 검색이 되었다. 포괄적 주제에 속하는 개념 역시 2008년도에 거론된 ‘발전이익’을 제외하곤 ‘국가주권’, ‘국가안보’, ‘영토완정’, ‘국가통일’ 등이 주로 거론이 되었음을 발견할 수 있다. 하지만, 2010년부터는 ‘중국 헌법이 확립한 국가정치제도와 사회의 전반적 안정’과 ‘경제사회의 지속적 발전을 위한 기본보장’ 분야의 구체적 이슈들도 거론되기 시작한다.
셋째, 포괄적 주제별 구체적 이슈들을 살펴보면 다음과 같다. ①‘국가주권’ 국가핵심이익에 속하는 이슈에는 ‘티베트’, ‘마카오’, ‘신장’, ‘홍콩’ 그리고 ‘독립’과 ‘역사’문제 등이 있다. ②‘국가안보’ 국가핵심이익에 속하는 이슈에는 ‘영공안보’, ‘조국평화’, ‘한반도 문제’ 등이 있다. ③‘영토완정’ 국가핵심이익에 속하는 이슈에는‘댜오위다오/센카쿠 열도’, ‘변경권익’, ‘해양권익’, ‘남중국해’, 그리고 ‘동중국해’ 문제 등이 있다. ④‘국가통일’ 국가핵심이익에는 ‘대만’문제가 대표적이다. ⑤‘중국 헌법이 확립한 국가정치제도와 사회의 전반적 안정’ 국가핵심이익과 관련된 이슈에는 ‘핵심가치관’, ‘민족단결’, ‘민족존엄’, ‘이데올로기’, ‘파룬궁’, ‘국가정권’, ‘대중문화’ 등의 문제들이 포함이 된다. ⑥‘경제사회의 지속적 발전을 위한 기본보장’ 국가핵심이익과 관련된 이슈에는 ‘토지’, ‘데이터 주권’, ‘정보강역’, ‘국가현대화’, ‘인민복지’, ‘중대형 국유기업의 핵심상업기밀’ 그리고 ‘과학기술혁신’ 등이 포함된다.
