통일을 대비한 북한지역의 새로운 지적조사사업 = Implementation of Cadastral Survey Project in the preparation of Unification in North Korea Area

국문 초록 (Abstract)

세계유일의 분단국가에서 살아가야 하는 아픔을 극복하고 남북이 하나되는 방법은 상호간 정서적인 이질감의 극복과 함께 제도적인 문제를 생각하고 통일을 대비하여 한반도에서 나타날 수 있는 문제점들의 해결 방안을 제시하고 외국의 지적 재조사사업 시행에서 나타는 제도적인 문제점과 기술적인 변화를 분석하여 이러한 변화에 따른 통일에 대한 연구를 통하여 국제질서의 변화와 국내·외적인 상황 변화와 통일 이후 발생될 정치·사회·경제적 문제 해결을 위한 보다 구체적이고 실질적인 해결책을 지시하고자 한다. 또한 남·북한 지적제도 연구의 접근에서도 그 맥락은 동일한 입장에서 통일 이후 북한 지적제도의 빠르고 안정적인 정착은 국토의 균형 있는 발전과 토지정보의 종합화를 통하여 국토이용 및 관리의 효율성과 합리성을 제고하여 통일 이후 토지정책의 혼란을 막고 통일비용을 줄일 수 있다.
본 연구는 새로운 지적 조사사업을 통한 북한지적에서 일어날 수 있는 위험요소를 사전에 방지하기 위한 방안을 강구하고 북한 지역에 적용할 새로운 지적조사의 추진 방향을 설정하고 법·제도적, 기술적 비전을 제시 하고 있으며, 남북한의 새로운 지적조사사업의 방법제시로 시범사업을 진행하여 종합적인 분석과 통일 이후에 발생할 수 있는 좌표체계의 혼란을 막고 측량의 제도적인 문제점을 해결하며, 기술적인 측면으로는 시범지역을 통해 세계측지좌표계로 기준점변환을 실시하고, 일필지 측량의 정확성을 확보하였다.

The Korean peninsula is the only one which divided two counties in the world. In this situation a preparation of unification which recovers different sentiments and institutional settings are priority issues.
In this research the problems which has happened in foreign countries while conducting Cadastral Reform Project have been investigated for the analysis of fundamental changes in terms of technical and institutional issues. The research objectives of this study are to present a substantial resolution on the political, social and economical problems which may be occurred after the unification.
In order to prevent a chaos on land policy and to facilitate a stable cadastral system in North Korea area, the national land development and integration of land information is a priory issue. This approach will contribute to lessen the unification cost as well.
This research discusses the preventive measures on possible risks through the implementation of Cadastral Survey Project in North Korea area. A methodology has been presented on applicable cadastral survey project in North Korea area in terms of institutional and technical perspectives.
In regard with a new methodology on cadastral survey project in North Korea, the implementation of pilot project has been proposed which can prevent from a chaos the coordinate system. In technical perspective, through the implementation a pilot project, a transformation methodology has been applied for securing surveying accuracy.
