지역 문화주권의 인식과 문화창조력 = A Recognition of Regional Cultural Sovereignty and a Power of Cultural Creation

다국어 초록 (Multilingual Abstract)

In the century of culture, culture production sovereignty could be said a basic human rights is weakened more than past. To distributing culture as goods, cultural expert monopolize cultural production, so general people slide down to consumer of culture. And local people became to don't have local culture sovereignty by being subordinate to urban culture because cultural goods be made in central area supply. Actually if we make level of folk's real life higher and come true cultural democracy, we have to revive a power of cultural creation, and do movement of cultural sovereignty.
A true sense democracy is to be host of one's life each one. In the ordinary life cultural sovereignty ensure to that such life. Accordingly a cultural self-governing is more important than a administrative self-governing, and cultural sovereignty is more important than political sovereignty. By the way we can't have cultural sovereignty because political and economical power group command cultural power. Consequently we have to make independent cultural sovereignty from political and economical power, and recover a power of cultural creation.
We can find a example of a power of cultural creation in the folk culture. While a high-class culture be given from the upside and a popular culture be supplied with one-sidedly, folk culture be made creatively can come true cultural democracy and secure cultural variety. A regional community that local folk could enjoy cultural sovereignty is a village society. Therefore we can tell village culture could be a hope of human being culture.
