The first, in the King Se Jong’s Reign the purpose of petitions was to admonish that ‘ people is the basis of Nation’ (民本) must be established as the central task of the political activities and then the king had to execute

But in fact, Because petitioners thought that this principle was performed efficienntly on the stability of royal authority many of petitions, which they had offered to the king, contained message which had regunired the establishment of the Confucian political order Thereafter, as the incidental result of the Confucionpolitical orders, the critiques about the king’s political-activities and policy-decisions had
occured and the appeals of exclusion against the Buddhism, which had brought out much of evils, were produced the freguency of a direct petition(
直訴:Jikso) which the subjects and people (臣民) had appealed was rare extremely and the case which it influenced in the polity - decisions was rare The Second, Orders of the initiative which offered petitions many times
ranked as the first, the official, the Gentry and the comnon. To investigate these groups in detai!, while the petition of the higher offical, who among general officials could easily meet in the nearest of the king and could influence actually in policy-decisions, was rarely offered. But the proportion of acceptance reflecting in the policy-decisions presented high. The lower officials had freguently offered petitions but the proportion of the acceptance reflecting in the policy-decisions not presented high. Considering the petitions come from meritiorious subjects(功臣) and the higher subjects holded the higher position in previous days Among the Gentry, like wise general official they rerely appealed petition to the king but theirs influenced strongly in the political-decisions.
The lower Gentry including the student(幼學:Yuhak) and persons who had passed the minor state eramination(生員 :Sangwen) had oftenly offered the petitions but theirs was not reflected effieiently in the policy-decisiòns.
By the way, Because the common had offered few petitions in spite of analyzing petitions, it is impossible to guess how to degree did they influence in the policy-decisions and 1 identified that the contents of petitions
only presented the appealing for personal affairs.
From the facts considered above, One can see that the petition praciticε s Under King Se Jong’s Reign were led by the higher officals and higher Gentry and had influencerl largely in the policy-decisions And the object of offering petitions by the whole petitioners was the establishing of the confucian political and social order.
