지방교육채 제도의 운용 성과와 과제

국문 초록 (Abstract)

이 연구는 우리나라 지방교육재정의 확보 및 운용 방안으로서 지방교육채 제도의 운용성과를 평가하고 앞으로의 과제를 탐색하는 데 목적이 있다. 운용성과를 평가한 결과, 우리나라의 지방교육채는 지방교육재정교부금의 결손액이나 국가정책사업비의 부족분을 보전하는 기능이 매우 큰 것으로 나타났다. 반면 시ㆍ도교육청의 자체 활동을 위한 추가적인 재원조달 기능이나 재원의 효율적 배분 기능은 거의 수행하지 못하는 것으로 나타났다. 채무관련 재정지표를 분석한 결과 시ㆍ도교육청의 재정 건전성은 매우 양호하였다. 지방교육채를 통해 마련한 재원의 지원 대상이 주로 국가 정책사업이라는 점과 교부금에서 상환액을 마련함으로써 교부금 운영의 경직성을 강화시킨다는 점을 고려할 때, 차입금 형태의 지방교육채는 지방교육재정교부금 제도의 테두리 내에서 통합 운영하는 방안을 적극 검토할 필요가 있다. 그리고 저소득층자녀 지원사업 등 국가적 차원의 사업을 지원하기 위해서는 지방교육채보다는 ‘학업지원채’(가칭) 등의 국채를 발행, 운용하는 방안을 보다 적극적으로 검토할 필요가 있다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to evaluate the effectiveness of local debt system for education in Korea, and to find the solved-problems for improving the korean system. The current korean system was evaluated as followings. First, it functioned very effectively as the instrument to supplement the Local Education Grant. Second, it did not function that the local authorities could exploit a kind of new revenue source by selves. So it did not contribute to prosper the local education business. Third, it did not function to allocate the resources for generations. Because local debts were not used as the capital expenditure for education. Fourth, local education authorities were very good in terms of financial soundness.
Local education debts were used to operate the national policy business, and refunded by resources of central authority. In the shot view, it is reasonable that the local education debts system is combined with the Local Education Grant System. And to support low-income-student, 'Qualified Student Academy Bonds' as national debts can be used effectively.
