South Korea has created a ‘cultural district institution’ because it has been more important to concentrate on the traditional cultural resources. In this respect, Insa-dong(2002), Daehak-ro(2004), Paju Heyri (2009), Incheon Open-port area(2010), Jeju Culture and Art Village (2010) has been designated and managed as cultural districts.
Cultural districts are managed through the Cultural District Management Plan. In the management plan, it deals with incentives such as designation of recommended use and tax incentives. Also, ‘the district unit plan’ is used for the management of physical space environment.
However, several problems are being recognized such that the two management methods are partially duplicated, conflicted, or individually established without connection.
The results of this study are as follows: First, in terms of planning regulation, the limitation of maintenance and management is recognized because it has an inductive nature through the support of cultural district management plan in regulation and management, and the regulation is superficial due to the rigid district unit planning. It is also necessary to unify the guidelines for the recommended facilities covered by both management practices. For the effective management plan, a type-specific approach is required. For the different cultural districts, moreover, specific objectives and plans are required.
Second, in terms of planning inducement, in order to induce the installation and the entrance of the recommended facilities, the building regulation was relaxed. However, it has not been fully utilized, because the incentive standards are applied uniformly, while the parcels in the cultural district have various conditions. It is necessary to expand support for operators and members (organizations) that maintain the local cultural ecosystem in facility-centered support. The amendment of the ordinance should not limit the scope and contents of support to tax and loan support, but should be extended to various forms of support for cultural and artistic activity subjects.
Third, in terms of supporting projects, support through the use regulation and the introduction of the recommended facilities includes the designation and support of the recommended facilities for the conservation of industry. It also includes the use in the area for the purpose of introducing cultural districts, regulations of the local area, construction of the resident council and support. As a result of analyzing the reality, various projects such as improvement of the environment of the cultural district and the expansion of public facilities have been promoted and the maintenance work has been carried out continuously, but the public works for the integrated physical fostering are not proceeding. The residents' council, except for the Daehakno Cultural District Development Committee, is in charge of events and event-oriented functions only. It is necessary to strengthen the functions of residents' councils such as implementation of management plan, cooperation and proposal of cultural district promotion policies, and actively seeking out own business. It is also necessary to be able to function as a subject of cultural district revitalization and cultural district management and operation.
Cultural districts can not be operated by reflecting the cultural characteristics systematically through the current management method. For efficient management, it is necessary to change the method of recommending cultural activities from managing industry and facilities to providing detailed support and regulation items according to the characteristics of each region. It was also suggested to strengthen the inhabitants' council function.
This study has recognized the limitations of the cultural district system which does not contain contents to manage the spatial characteristics of the cultural districts. This study can be regarded as a basis for establishing an effective management plan for the old city cultural district.
This research is focused on the institutionalized research on the old city cultural district in which the district unit plan and the management plan are established together. On the other hand, this study has not evaluated on the performance results through the system. As a result, further study on actual condition analysis is required for all five cultural districts currently designated and operated, and studies on integrated cultural district management methods that can be applied to future designated cultural districts should be conducted.
