국제 5G 주파수 경매 낙찰가격 분석 : 3.5GHz 대역에 대한 회귀분석을 중심으로 = Winning Bid Price Analysis of International 5G Spectrum Auctions : Focusing on Regression Analysis of 3.5GHz band

국문 초록 (Abstract)

5G 이동통신의 차별적인 기술 특성으로 인해 선호되는 대역과 주파수의 가치가 이전 세대 이동통신들과 크게 달라졌다. 이를 실증적으로 분석하고자 본 논문에서는 최근에 시행 완료된 OECD 국가들의 5G 주파수 경매에 대한 자료들을 수집하여 다중회귀 분석함으로써 핵심 주파수인 3.5GHz 대역의 평균 낙찰가격에 영향을 미치는 요인들을 식별하였다. 분석결과에 따르면 3.5GHz 대역의 낙찰가는 경매 시점이 최근일수록 증가하는 추세를 보였고 전국면허보다 지역면허일 때가 더 높은 경향을 보였다. 또한, 대역폭이 많이 제공될수록 증가하는 관계를 보이다가 어느 이상에서는 감소하는 관계를 보였지만 통계적으로 확인되지는 않았다. 이는 국내 3.7-4.0GHz 경매를 추진함에 있어 대역폭을 잘게 나누기보다는 한꺼번에 많이 제공하는 방안을 신중하게 검토하고 지역 면허에 대한 다양한 수요가 존재하는지 여부를 사전에 잘 점검하는 것이 바람직함을 시사한다.

Due to the differentiated technological characteristics of 5G mobile communication, the value of the preferred band and frequency has changed significantly from previous generations of mobile communication. In order to empirically analyze this, this paper identified factors that affect the average successful bid price of the 3.5GHz band, a core frequency band, by collecting data on recently completed 5G frequency auctions in OECD countries and performing multiple regression analysis. According to the analysis results, the successful bid price of the 3.5 GHz band tended to increase as the auction was more recent, and tended to be higher for regional licenses than for national licenses. In addition, it showed an increasing relationship as more bandwidth was provided, and then a decreasing relationship at some point, but it was not statistically confirmed. This suggests that, in promoting domestic 3.7-4.0 GHz auctions, it is desirable to carefully review the method of providing a lot of bandwidth at once rather than dividing it into small pieces, and to check well in advance whether there are various demands for regional licenses.
