하위정부는 존재하는가? 소하천정책하위체계의 유형분석에 관한 연구: 소하천정비사업을 중심으로 = Study of the Typology of Water Policy Subsystems: The Case of a Small Stream Project in Korea

This study aims at categorizing the typology of policy subsystems used to analyze the water policy subsystem through a case study of a small stream project in Korea. After reviewing the rationale of policy subsystem literature, this article proposes a theoretical "policy subsystem framework" model that combines the concepts of policy coalition, policy images linked with policy venue. Three types of policy subsystems-unitary, collaborative, and adversarial- are compared. This model offers opportunities to assess the patterns of dynamic policy change and to better specify the attributes of the iron-triangle. The characteristics of coalition structure, policy image, and policy venue in the small steam policy subsystem are examined based on an empirical study of a small stream project.

국문 초록 (Abstract)

본 논문은 1995년 소하천정비사업이 시작된 이래로 사업예산이 가장 큰 폭으로 증액되었던 2009년 소하천정비사업 예산결정과정을 사례로 하여 왜 하천정책하위체계라는 통합된 체계를 형성하지 못하고 정책대상인 하천을 중심으로 기능별, 대상별로 분절화된 정책하위체계가 형성하게 된 이유와 소하천정책하위체계의 구성요소별 특성과 그 유형을 분석하고 정책적 함의를 도출하였다. 정책과정의 개방적 역동성 뿐 아니라 폐쇄적 안정성을 동시에 조망할 수 있는 ‘정책하위체계모형’을 분석틀을 채택하여 소하천정책하위체계 내 정책연합의 수와 범주, 정책이미지의 특성 및 정책연합 간 상호작용과정에서 나타나는 정책하위체계의 구조적 특성을 실증적으로 밝히고자 하였다. 분석결과, 소하천정책하위체계는 단일한 정책연합의 정렬, 경쟁적인 정책연합의 결여, 소하천문제 정의에 있어서 지배적이고 단일적인 정책이미지의 공고함, 공식적 정책장소 위주의 폐쇄적 정책결정패턴 등의 요인들이 서로 결합하여 단일적 정책하위체계의 유형을 보여주고 있다는 사실을 발견 할 수 있었으며 본 연구에서 제시된 정책하위체계 분석모형은 정책연합 간의 정태적 상호작용과 안정적 정책산출의 특성을 살펴보는 유용한 분석틀로서의 가능성을 보여 주었다.
