한국 시민이 된다는 것 : 한국의 규율적 가버넌스와 탈북 정착자들의 정체성 분화

국문 초록 (Abstract)

이 논문은 한국의 규율적 가버넌스(disciplinary governance) 하에서 형성, 분화되는 탈북자들의 정체성의 정치를 분석한다. 과거의 냉전적 남북관계에서 이른바 귀순용사들은 정치적으로 환영받으며 경제적인 특권의 지위를 누렸지만 적성국가의 일원이자 사회주의적 타자로서 의심과 감시를 받아야 했다. 그러나 1990년대 중반 이후 남북화해의 무드 속에서 북한의 식량난에 의해 탈북자의 수는 급격히 증가했고, 이에 따라 한국 정부의 전통적인 탈북자 정책은 새로운 전환점을 맞게 되었다. 정치적인 환영과 강압적인 통제의 이중적인 정책이 완화된 형태로 지속되는 동안 소수의 정치적 망명자들에 대한 정부-보안기관 중심의 전통적인 하향식 통제정책은 폭증하는 경제적 난민들을 포용하는 정부-시민사회의 협력적인 규율적 가버넌스로 전환되었다. 이러한 한국사회의 가버넌스는 한국 정부가 시민사회와의 연대를 통해 하나의 소수자 집단을 한국 시민으로 정착시키는 사회적 과정에서 형성된 것이다. 탈북자들의 남한 정착을 지원하는 한국 정부의 노력과 함께 탈북자들의 재사회화에 초점을 둔 정부-시민사회의 규율적인 미시가버넌스가 확장되어 왔다. 이러한 가버넌스의 형성에서 탈북자들의 정체성은 북한의 정체성을 부정하고 한국시민이 되기 위해 적극적으로 동화하려는 형태, 남과 북의 정체성을 유지, 통합하려는 형태, 남과 북의 정체성 사이에서 분열, 혼돈된 정체성을 갖는 형태 및 한국사회의 가버넌스에 저항, 이탈하는 형태로 유형화해 볼 수 있다. 이 논문은 2만 탈북자 시대를 맞이하여 의미 있는 소수자 집단을 형성하고 있는 탈북자들의 정체성 분화를 분석함으로써 주체적인 시민으로 살아가고자 하는 새로운 한국인들의 삶을 이해하고 이들의 삶을 통해 새로운 사회통합의 미래를 예비해 본다.

다국어 초록 (Multilingual Abstract)

This article explores how North Korean settlers' identity formation has been influenced by South Korean state and civil society's disciplinary governance. During the Cold War, the government and security police proclaimed a welcoming policy toward North Korean defectors as "freedom fighters" or "national heroes," while they strictly monitored and controlled this small number of political defectors as suspicious communists. However, with the end of the Cold War and the increasing economic burden of refugees since the 1990s, there has been a shift in South Korea's government and security-centered dual policy. Previously, a small number of North Korean political defectors were the focus of the government and the police, whereas now large numbers of economic refugees also require the state-civil society's extended disciplinary governance. In spite of the persistent traditional dual view toward North Korean defectors, the South Korean state's new stance toward North Koreans is characterized less by top-down policing and coercive surveillance, and more by positive assistance, cooperative guidance, and pastoral governance. Going beyond existing studies, I intend to provide insights into North Korean settlers' differentiated citizenship construction and identity formation. North Koreans in the South can be viewed as active agents who exercise, negotiate, or resist the South's governance. Along these lines, I categorize North Korean settlers' reactions and identity formation as assimilative, integrated, disordered, and resistant types. Through ethnographic study, I examine contemporary South Korea's disciplinary governance toward the North Korean social minority, and North Korean settlers' identity transformation in the post-Cold War context.
