영국 사회투자국가의 성과와 과제 = 아동정책을 중심으로

국문 초록 (Abstract)

본 연구는 최근 관심을 불러일으키고 있는 사회투자국가론을 바탕으로 이의 핵심대상이 되는 아동정책을 고찰한다. 사회투자국가론은 서구 자유주의적 복지프로그램으로서 많은 반향을 불러일으키고 있음에도 불구하고 아직까지 전 세계적으로 싨되고 있는 정책은 아니다. 이러한 맥락에서 이 담론의 발상지라 할 수 있는 영국을 중심으로 하되, 아동복지정책을 직접적 정책과 간접적 정책으로 구분하여 고찰한다. 마지막으로, 지만 10여년간의 복지개혁 성과와 한계를 논함으로써 결론을 맺는다.

다국어 초록 (Multilingual Abstract)

This article examines the recent development of child welfare polices in Britain from the viewpoint of social investment state. The programs of social investment state are currently under practice mainly in liberal welfare states, and the discourse can not be applied to the whole world of the welfare state. In this context, this paper focuses on the UK as a motherland of the discourse. For the discuss, this study divides child welfare policies into tow categories: direct programs and indirect programs, and then concluded by scrutinizing the achievements and the limits of the child welfare reform conducted under the name of social investment in the UK for some last 10 years.
