초강 이범석(1925~1983)의 생애와 인도주의 활동 – 대한적십자사 활동을 중심으로 - = The Life and Humanitarian Activities of Chogang Lee Bum-Suk - Focus on the work of the Korean Red Cross

국문 초록 (Abstract)

초강 이범석은 1960년대 외무부 공무원으로 채용된 후 통일원, 외무부장관 등을 역임하였다. 외무부장관으로 역임하던 1983년 미얀마 아웅산국립묘지에서 북한의 테러에 의해 희생되었다. 공직생활을 하면서도 이범석이 추진한 주요활동은 인도주의에 기반한 남북대화업무였다. 그의이런 활동은 대한적십자사에서의 인도주의 활동이 있었기 때문이었다. 그가 대한적십자사와 인연을 맺게 된 것은 한국전쟁 당시 미국적십자사통역 경험이 계기가 되었다. 미국적십자사의 통역으로 대한적십자사와깊은 관계를 맺고 있던 이범석은 포로교환문제에 있어 대한적십자사의대표로 참여하게 되었다. 포로교환이 종료된 후에는 대한적십자사에서청소년적십자 활동에 주력하였다. 한국정부에서는 학도호국단 이외에학내 조직은 불허하고 있었기 때문에 한국은 청소년적십자활동에 있어불모지나 다름없는 상태였다. 이런 어려운 여건 속에서 그는 미국적십자사의 통역으로 활동하며 경험한 타국의 적십자활동을 토대로 청소년조직을 결성하기 위한 노력을 기울였다. 적십자활동에 대한 이해도가 부족했던 한국에서 중고생을 중심으로 강습회 등을 개최하며, 청소년적십자단을 초석을 마련했다. 이외에도 미국적십자사 활동을 토대로 국제협력활동을 수행하였다. 미국, 캐나다, 일본 등과의 국제협력을 담당했을 뿐만 아니라 국제적십자위원회 회의에 한국대표로 참석하며 대한적십자사의 인도주의 활동을 뒷받침하였다. 이런 경험은 1961년 공직으로 진출했던 그가 1972년 남북적십자회담 당시 대한적십자사로 복귀하여 남북적십자회담 수석부대표로 활동하게 되는 계기가 되었다.

Chogang Lee Bum-Suk was recruited as a civil servant by the Foreign Ministry in the 1960s and later served as the head of the Center for Reunification and later as the Foreign Minister. While serving as the foreign minister, he was killed in an explosion caused by North Korean agents at the Rangoon National Cemetery in Myanmar in 1983.
Besides his official duties, Lee's major initiative was humanitarian-based inter-Korean dialogue. His involvement stemmed from his association with the Red Cross. Lee's connection originated during the Korean War when his experience as an interpreter for the American Red Cross led to a deep relationship with the Korean Red Cross. After the ceasefire in July of 1953, Lee became the Red Cross representative for prisoner exchanges (Operation Big Switch).
After the conclusion of prisoner exchanges, Lee focused on junior Red Cross activities. It was a challenging environment as youth activities were severely curtailed due to the government not allowing any on-campus organizations other than the nationalistic student homeland protection association. Despite these difficult conditions, Lee made efforts to establish a youth organization based on his experience with other nation’s Red Cross groups from his time as an interpreter. Conducting workshops and holding lectures for middle and high school students, he laid the foundation for the Youth Red Cross, filling a void in Korea's humanitarian landscape.
Beyond this, he engaged in international cooperation activities based on his experience with the American Red Cross. He not only coordinated international cooperation with countries such as the United States, Canada, and Japan, but also attended the International Committee of the Red Cross (ICRC) meeting as a representative of the Korean Red Cross in New Delhi in 1957. His public service lasted from 1961 to 1972, whereupon he returned to the Korean Red Cross where he served as the South Korean chief delegate to the inter-Korean Red Cross talks which were humanitarian dialogues pursued by both Koreas.
