Structure and functions of the cities in the nation have rapidly changed thanks to urbanization based on national economic development, and commercial district of the cities have played an important role in the change. The commercial district is placed at downtown where urban activities are most frequently made, and accommodates commercial and business function as a key role while urban function develops more tertiary industries. As a result, the commercial district has been distinguished from other urban areas. The commercial district provides citizens with most of job opportunities despite less than five percent of total urban area, and may reinforce its function for all kinds of urban activities. The paper is aimed at the supply of planned control media by establishing physical planning indicators as an access way to those subjects. Physical appropriateness of partial role of the office has been analyzed, and office of each unit area has been set by researching and studying related material. Not only the physical standard but also factors for physical scale calculation has been estimated to suggest a standard establishing scale of the office oriented commercial district and to enhance future prospect of overall city.
The paper consists of: background, purposes, configuration and methods of the study, functions and change trend of the commercial district, usage and calculation standard of the buildings at the commercial district, scale standard of the office, and conclusion, etc.
To attain appropriateness of the study in the selection of purposes and target, database has been established and analyzed as follows:
First, status and plan conditions of the commercial district at Seoul have been studied by using concerned material.
Second, analysis on formation and development of the commercial district has made scale calculation base.
Third, followings have been studied and analyzed to know location features of the office: changes of industrial structure, configuration of the employees, status of location having key office functions, etc.
Then, distribution and physical location features of the office have been studied by conducting average analysis and correlation analysis of surveyed data regarding existing downtown and new downtown. To estimate usage and scale of the commercial district at Seoul, physical planning indicators of the scale of the office and the commercial district has been suggested based on outcome of following analysis: correlation, canonical correlation analysis and regression analysis, etc.
After analyzing existing research data and associated material, the physical standard, a control media of urban planning, requires review of current planning indicators and establishment of actual planning indicators. The indicator has been estimated by applying intelligence degree, and indicates 21.5 m^2 per person in average of unit area of the office, The figure covers only business function of the office, and shows that bigger scale requires higher unit area standard. However, the office with 10,000 - 30,000m^2 of gross floor area, which is mainly used for office function and had high rental rate, indicates low standard. Considering such a phenomenon, researches have to be conducted continuously in the future in accordance with changes of industry, technologies and working methods, etc.
Outcome of actual analysis on existing downtown and new downtown indicates that role of existing downtown is still valid and effective and is likely to be effective in the future. New downtown's commercial district has base having identity of office enough to attain shape of new downtown having competitive edge, so that mutual reliable connection has been reinforced by competition and exchange with existing downtown,
The commercial district at downtown, therefore, shall look for identity based on regional base to have exchange conditions between each region and to develop itself. The identity may require suitable level of physical control media. Therefore, outcome of the paper has to be researched continuously under such a purpose.
