A Study on Training Smart Helpers to Use Caring Robots:Based on the Policy Supporting a Digital Education in JapanKyongok Park & Sunyoung Lee

Abstract: The present study suggests a new type of job, that is, providing digital education to people in the community to prepare for a new caring environment. We reviewed previous studies and related policies in Japan. new job having a similar role as a “Smart helper” was suggested as a new type of job that involves teaching care recipients and caregivers to use caring robots. In Japan, smart helpers in the local government are trained to provide digital education to people in the community. The digital education program is divided into three levels: basic, intermediate, and high. Certification of ‘smart helper’ provids to people who have completed high level digital education course. Smart helper with a certification can conduct lower level digital education to people. Therefore, smart helpers contribute to resolving the digital divide, which, in turn, supports older adults’ independence and reduces the burden of caregivers. In addition, resolving the digital divide using smart helpers is the foundation in developing a new industry with caring robots.

돌봄 로봇 사용을 위한 스마트 도우미 양성 방안 연구:일본의 디지털 교육 지원 정책을 중심으로박 경 옥**ㆍ이 선 영***

연구 목적: 이 연구는 미래의 새로운 디지털 돌봄 환경을 준비하기 위해 지역주민에 대한 디지털 교육과 이를 상시적으로 교육할 수 있는 새로운 직종을 제안하는 것을 목적으로 한다.
연구 방법: 이 연구는 선행연구와 외국의 정책 사례를 검토하는 문헌고찰 연구이다.
연구 내용: 이 연구에서는 돌봄 로봇의 활용과 관리를 해야 하는 돌봄 제공자와 돌봄 수혜자를 교육하고 상담할 수 있는 ‘스마트 도우미’ 제도를 제안했다. 스마트 도우미는 일본의 정책 사례와 같이 지방자치단체와 연계하여 양성하고 지역주민을 대상으로 디지털 교육과 돌봄 로봇 관리 교육을 지원할 수 있게 한다. 디지털 교육과정은 기본과정, 응용과정, 심화과정으로 운영하는데 자격증을 취득하는 심화과정을 이수한 자가 스마트 도우미로 기본과정과 응용과정의 대상자를 교육할 수 있다.
결론 및 제언: 이 연구에서 제시한 스마트 도우미 제도는 향후 디지털 정보 격차를 해소하는데 기여할 것이다. 디지털 정보격차의 해소는 돌봄 로봇을 활용하여 고령자의 자립을 지원하고 돌봄 인력의 돌봄 부담을 감소시킬 것으로 기대하고 있다. 또한 디지털 정보 격차 해소는 돌봄 로봇이 신산업으로 성장하는데 밑받침이 될 것이다.
