마약 중독의 문제인식과 확산방지를 위한 정책적 연구 = Awareness of narcotics addiction issues and policy-making research for prevention of diffusion

다국어 초록 (Multilingual Abstract)

This research is focused on finding policy-making actions for awareness of narcotics addiction issues and prevention of drug-diffusion. In order to accomplish the object of the project, the research team has conducted the study based on a series of issues done by analyzing drug-control systems in Korea and other countries, using factors such as policy-making basis, organizational structure, and human resources management, etc. First of all, it is necessary to convert the current policy base from the regulation-control system to the way of publicizing prevention of drug-diffusion and rehabilitation treatment. To decrease drug users, efficient prevention activities are needed by different user groups, and also political actions are required to invigorate rehabilitation treatment for drug abusers. In addition, it is important to set up a Control Tower for policy-making and managing duties related to drugs, and it needs to reinforce the status of Drug Control Council. Accordingly, it will need to find some practical actions, such as reinforcement of cooperative governance with private organizations and introduction of court-system for drugs. In conclusion, it is necessary to change the existing regulation-control policy basis into the rehabilitation treatment system, and also needs to restructure through improving cooperative governance with private organizations in order to prevent drug diffusion. Additionally, it is required to train and manage human resources systematically in drug-related fields, and is needed to enhance the promotion of prevention, in order not to spread drug addiction.
