국민경제와 예산 : 우리나라의 경제지표와 '92년도 예산안에 대한 분석을 중심으로 Analyzing of Korean Economic lndicators and '92 Budget = National Economy and Budget

While a society goes towards a welfare state, people's public desire wants their society to have high and deep structures and contents of the welfare. The modern welfare society regards as the important public goods education, social security services, life security from illnness, fair distribution of income and wealth, relase from many public nuisances such as overpopulation and crowdness, leisure fecilities like a park, etc. All these are good and safe institutional, quantificational and natural circumstances.
These public goods are secured through the budget. So the budget is the means of the national living.
This paper examines the relation of the budget and the national living, recent Korean economic situation and its indicators, some contents and the characters in the national budget for the fiscal year 1992. The effects of the budget on the national economy is also investigated.
Recently Korean economy desparately needs some efforts, such as enforced control of total demands, in order to deal successfully with unstabilized prices and unbalanced international payment.
But the budget for 1992 of about 48 billion dollars is criticized that the govermnent itself breaks stabilized economy and leads to overconsumption. It is increased of the most scale in recent 11 years. Naturally it'll give heavy burdens to all people.
In particular, the national defense budget is higher than that of any other years. More considerable and careful deliberation about that should be needed.
It is pointed out that some parts of the budget is rather extravagant for the coming general election. Unnecessary items and amounts should be cut sharply.
Unbalanced budget in the districts or in the living levels should be considered more carefully. According to circumstances and emergent needs, if necessary, the national budget should be readjusted.
The budget should contribute to the growth and development of the national economy. It's the basic function of the national budget.
