The Importance of police human resources development have been emphasized according to the changes of police working environment caused by moving into high knowledge, high performance, and high-tech society. In Korean National Police System, Combat Police is consisted of almost one thirds(60,000 individuals). Therefore It is our mission to prepare these personnel ready to serve the citizens and the country. By doing this, the police can provide high quality and high quantity police services. This study has been done to fulfill following three purposes. First, the settlement of goals and visions of police human resources management have been done by researching theoretical basis. Second, roles of cooperative agencies such as relevant government ministries, research institutions and universities have been investigated to set up goals and duties for the related departments of police human resources management such as police training academy, police university, and recruiting department, etc. Finally, the effective measures for construction of learning organization in Korean National Police Agency. To complete these research missions, intensive field survey was carried out to investigate personal perceptions of self-development and policy measures such as method of setting up the learning organizations in police organization, the effective way to get university credits and various licenses, the method to set up self-develop educational contents, and the way to enlarge capabilities of Combat police personnel were suggested by researchers.
