동독 개혁과 독일 통일: 위로부터의 개혁과 아래로부터의 개혁이 한반도 통일에 주는 시사점 = The Reform in the GDR and the German Reunification: The Implication of Reform from Above and Reform from Below for the Unification of the Korean Peninsula

다국어 초록 (Multilingual Abstract)

Germany was reunified by the West absorbing the East under the strong leadership of the West German government. On the other hand it was possible through the reform and democratization movement from below by the East German people. However, the clearance of the East-german history (Stasi in particular) and the reform of the reunified Germany failed to meet the demands of the East German people. Nonetheless, German reunification and social integration have been achieved peacefully, having significant implications for us. It is unlikely that the reform in the GDR would be carried out in North Korea. Nevertheless, it is necessary to make efforts from now on in order to achieve successfully the reform and social integration of North-korean region after unification. The Reform from above can be successful when the reform from below can have power. Reform and integration from above should be based on the reform from below, but on the other hand it must be promoted forcefully. This is especially important for the dictatorship clearance of the North-Korean Workers’ Party and for the conflict resolution in the unified Korea.

국문 초록 (Abstract)

독일 통일은 서독 정부의 강력한 주도에 따라 흡수 통일로 이루어졌지만 다른 한편으로는 민주화를 주도한 동독 인민들에 의한 아래로부터의 개혁과 민주화 운동으로 가능했다. 그러나 동독의 과거사 청산과 통일 독일의 개혁은 동독 인민들의 요구에 부응하지 못했다. 그럼에도 독일 통일과 통합은 평화적으로 진행되었다는 점에서 우리에게 시사하는 바가 크다. 동독에서 이루어진 아래로부터의 개혁이 북한에서 추동될 수 있는 가능성은 높지 않다. 그렇지만 통일 후 북한 지역의 개혁과 사회 통합이 잘 이루어질 수 있기 위해서는 지금부터 노력하는 것이 필요하다. 아래로부터의 개혁이 동력을 가질 수 있을 때 위로부터의 개혁이 성공적일 수 있다. 위로부터의 개혁과 통합은 이를 바탕으로 하되 다른 한편으로 강력하게 작동해야 한다. 특히 조선노동당 독재의 청산과 통일 국가에서의 갈등 해결에서 이 점은 중요하다.
