      The purpose of this study is to analyze the effectiveness of a learning consulting program, explore the types of learning difficulties and the causes of learning difficulties, and suggest a learning difficulty prevention program that applies the characteristics and procedures of an action learning. A pre- and post-comparative analysis of the impact on the learning competency of learners who participated in the learning consulting program, and a learning difficulty prevention program based on action learning was designed through literature and case studies on learning difficulties. And the types and causes of learning difficulties were explored, and the core ideas and strategies of a learning program to support learning difficulties were derived by reflecting the characteristics and procedures of action learning. In order to effectively operate a learning prevention program, the study proposed the roles and responsibilities of learning coaches who promote learning and serve as scaffolding as well as specific activity directions and strategies. And the further research task was proposed.
