2·18 대구지하철참사 피해자의 애도할 권리 = The Right to Mourn for Victims of the 2.18 Daegu Subway Disaster

국문 초록 (Abstract)

2003년 2월 대구지하철참사는 단순히 방화범의 범죄나 기관사의 잘못만이 아니라 구조적 문제로 인해 발생했다. 그렇기에 그 참사의 본질을 직시하고 잘못된 법과 제도를 개선하는 것이 중요하다. 아울러 유족의 고통을 달래고 망자를 위한 추모공원을 건립하는 것이 필요했다. 하지만 대구광역시는 희생자대책위원회와의 이면합의를 통해 시민안전 테마파크 건립을 약속했지만 얼마 지나지 않아 유족을 기만했다. 유족들의 다친 마음을 치유하는 과정이 추모행사고 사업이어야 한다. 추모는 개인의 잘못이 아닌 제도와 사회의 구조적 모순에 의한 집단 살인과 다름없는 참사를 교훈으로 삼아 시스템의 정비와 보완으로 재발 방지를 넘어 다른 유형의 참사가 일어나지 않도록 하겠다는 각오를 다지는 과정이기도 하다. 따라서 추모는 유족의 의무이자 권리일 뿐 아니라 함께 참사를 본 사회 일반의 의무이기도 하다.

다국어 초록 (Multilingual Abstract)

The Daegu subway disaster in February 2003 was caused by structural problems, not just the crimes of arsonists or the fault of train operators. It is important to face the nature of the disaster and improve the laws and systems that were wrong. It is also important for the bereaved families to build a memorial park for the dead. Daegu Metropolitan City promised to build a civic safety-theme park through a backroom agreement with the Victims’ Task Force, but soon afterwards, it deceived the bereaved families. The process of healing the wounded hearts should be a memorial event and business. We must learn from the tragedy and improve the system to prevent it from happening again. Memorialisation is not only the duty and right of the bereaved, but also the duty of the society in general.
