Consumer-Oriented Distributed Energy Policy for Korea: Based on a Case Study of Victoria, Australia = 소비자 관점에서의 분산에너지 정책을 위한 호주 빅토리아주 사례 연구

국문 초록 (Abstract)

한국은 최근 에너지시스템의 분산화를 촉진하기 위해 분산에너지 활성화 특별법을 제정하였다. 그러나 이에 대한 규제와 정책은 공급자 측면에 초점을 맞추고 있으며, 분산에너지의 수요자인 소비자에 대한 관심은 부족하다. 따라서 본 연구는 소비자 관점에서 분산에너지 정책에 대한 보완점에 대한 시사점을 제시하고자 한다. 이를 위해 선도적으로 분산에너지시스템을 도입하여 운영하고 있는 호주 빅토리아의 사례를 통해 소비자 관련 문제들을 확인하였다. 해당 사례 연구를 바탕으로, 본 연구는 PRISMA 절차에 따라 소비자 관점에서 분산 에너지 시스템에 대한 국제 연구를 체계적으로 검토하였다. 최종적으로 선정된 문헌을 공동 검토한 후, 각 논문의 연구결과를 '정보', '제품 및 서비스 구매', '설치 및 연결', '운영 및 관리', '분쟁 해결', '규제 프레임워크'로 분류하였다. 그 결과로 다음과 같은 정책적 시사점을 도출하였다. 첫째, 고객이 합리적인 공급자를 선택할 수 있도록 공급자에 대한 정보와 선택옵션이 제공되어야 한다. 둘째, 분산에너지의 전력 계통 측면에서 에너지저장장치(ESS)의 설치 및 연결이 필요하다. 셋째, 분산에너지에 적합한 동적 및 차등적 요금제가 필요하다. 넷째, 분산에너지에서 소비자의 권리를 확보하기 위한 법적·제도적 장치가 마련되어야 한다.

Korea recently enacted the “Special Act on the Promotion of Distributed Energy”, which sets out to develop a localized, environmentally friendly energy system. However, related regulations and policies pay little attention to distributed energy consumers. Therefore, this study sets out to derive implications for consumer-oriented distributed energy policies. First, a case study of consumer-related issues from Victoria, Australia, was provided. Second, based on the case study, a Systemic Literature Review of international research on distributed energy from the consumer's perspective was conducted. The following policy implications emerged: information and options should be provided for rational supplier selection by customers; it is necessary to install and connect energy storage systems in the power system aspect of distributed energy; there is a need for dynamic and differentiated tariffs suitable for distributed energy; legal and institutional mechanisms should be established to secure consumer rights in distributed energy.
