      Ethnically-targeted rapes were reported after the May 1998 anti-Chinese riots in Indonesia. This article discusses whether these rapes meet definitions of terrorism and the extent to which review of the use of rape in recent cases of "ethnic cleansing" is useful in analyzing this case.
      Additionally, possible political motivations for the riots and rapes are addressed, as well as governmental and non-governmental responses to the claims that these rapes had occurred. The controversy led to the emergence of new voices on women's rights and demands for ending governmental discrimination against Indonesian citizens of Chinese descent.
