벤담의 공리주의와 빈민 교육 = Bentham’s Utilitarianism and Education for the Poor

다국어 초록 (Multilingual Abstract)

In the 1790s Jeremy Bentham wrote a significant amount of work on reforming the poor laws and new types of prisons based on the Panopticon design. In the latter, that is, in his writings on the Poor Law, he tries to suggest not only a way to alleviate the suffering of the poor, but also a way to solve the root of it. For him, the root of the poverty problem lies in the ignorance and consequent laziness of the poor, and thus the obvious solution is an education that will eliminate their ignorance. He gave their education a central role in solving the problem of poverty. However, his reform plan is not for the poor themselves, but in terms of trying to manipulate the minds of the poor through forced labor and education of the poor and the poor, who used the original panopticon design for the prison. It has been evaluated as an anti-liberal or anti-human rights proposal. However, in this paper, I will reveal that his reform proposals contain humanitarian intentions to relieve all the marginalized poor, and that the fundamental purpose of education for the poor was to promote the well-being of the poor according to his utilitarianism.

국문 초록 (Abstract)

1790년대 제러미 벤담은 파놉티콘 설계에 따른 새로운 형태의 감옥과 구빈법 개혁에 관한 상당량의 저술을 남겼다. 후자, 즉 구빈법 관련 저술에서 그는 단지 빈민의 고통을 완화하는 방안만이 아니라 그것의 근원을 해소할 방안을 제시하려 한다. 그에게 빈곤 문제의 근원은 빈민의 무지와 이에 따른 게으름에 있고, 따라서 자명한 해결책은 그들의 무지를 제거할 교육이다. 그는 빈곤 문제의 해결책에서 그들의 교육에 중심적 역할을 부여했다. 그러나 그의 개혁안은 원래 감옥을 위한 파놉티콘 설계를 원용한 구빈원과 빈민의 강제수용, 그리고 수용자들의 강제노동과 교육을 통한 심리조종을 시도한다는 점에서, 빈민 자신을 위한 것이 아니라 그들에 대한 통제를 수월하게 하려는 반자유주의적 혹은 반인권적 제안이라는 평가를 받아왔다. 그러나 이 논문에서 나는 그의 개혁안이 소외된 모든 빈민을 구제하려는 인도주의적 의도를 담고 있으며, 빈민 교육의 근본 목적은 그의 공리주의에 따라서 빈민 자신의 행복 증진에 있었다는 점을 밝힐 것이다.
