Oman has considerable ambivalence about the women`s right, taking conventional value system as well as bold and revolutionary policy for women represented as ``Omanization``. Carol J. Riphenburg refers Oman as Neo-Patriarchal society. According to him, Oman maintains the most conservative Sultan kingship in the Middle East, and its social value system has been affected by patriarchal value and tribal relationship and religious belief. The man-woman relationship is focused on complementary cooperation rather than equality of genders. In addition, Oman encourages women to participate in social activity such as education and employment, and has given the voting right to women for the first time in Gulf States, expressing progressive idea about the gender value system under the patriarchal system. The author considers satellite TV one of the effective means which could lead Gulf States into a radical social reformation. New media with high technology does not only give much information but also is one of the most powerful means which can influence the social reformation because it effects on value system and belief of social members, shifting social and cultural background. Accordingly, new mass media used to disseminate information all over the world and spread various countries based on commercialization can not be disregarded as a factor of social reformation in the Gulf Society. With due regard to the transition of culture with reception, rejection, and adaptation, the inflow of the global culture causes a change in conservativeness of the Gulf States. The range of change in this article is limited to changing recognition about women in politic and economy in Oman society.
