This thesis is to come up with a solution to utilize performance monitoring system and analyze the influence that it has on labor market delivery system in labor market policy.
The labor market policy of Korea expanded and executed active labor market policy to resolve high unemployment rate after the currency crisis in 1997 and budget input is being increased. However the problems with the lack of information about policy progression process and the lack of system to measure policy performance have been raised.
After carrying out pre-study research it was found that performance monitoring system in labor market policy could measure whether the labor market policy is well being progressed as initially intended and it could also promote the efficiency of its delivery system for the policy to be well conveyed to the beneficiaries of the policies.
In this study performance goal, performance indicator, performance measurement methods that are the components to consider when designing performance monitoring system were analyzed. And by applying it to the cases of actual labor market policy operation, the matters to enhance to utilize performance monitoring system were sought out.
In conclusion to effectively operate performance monitoring system in labor market, performance goal, performance indicator, performance measurement methods considering policy progression phases such as input, process, production, result should be prepared when designing performance monitoring system.
In addition for the system too accurately measure policy performance, labor market information integrating system that can produce credible labor market information should be established.
