DOD 최신 감항기준 MIL-HDBK-516C의 비행기술 분야 적용에 관한 연구 = Study for Application of the latest DOD Airworthiness Certification Criteria, MIL-HDBK-516C

국문 초록 (Abstract)

항공기는 하늘을 나는 기체로서 비행성능(flight performance)뿐만 아니라, 비행안전성(flight safety)이 무엇보다 중요하다. 항공기의 안전에 대한 관점은 주로 탑승객을 운송하는 민간 항공기를 중심으로 강조 되어 왔으나, 최근에는 군용항공기에서도 안전성 측면에 중요하게 인식하고 있다. 이에 군용항공기의 개발시, 민간규격과는 별도로 수립된 군용 감항기준(airworthiness criteria)을 적용하고 있다. 우리나라에서 개발되는 군용항공기도 국제적인 추세에 따라 항공기 안전을 보장하기 위해 맞춤화된 미국 감항기준을 적용하고 있다. 본 논문에서는 군용항공기 감항기준에 대한 변천사와 MIL-HDBK-516C의 도입 필요성 및 MIL-HDBK-516C의 참고문서인 MIL-STD-1797B의 주요 변경 사항을 살펴본다. 그리고 MIL-STD-1797B가 국내에서 공개되지 않음으로 인해, 본 규격서를 대체할 수 있는 방안에 대해 연구하였다. 이러한 연구결과는 향후에 진행될 항공기 개발 사업 시, 감항기준 수립을 위한 기초자료로 활용 가능하다.

In the aircraft, the flight safety is important as well as the flight performance. The flight safety has been laid more emphasis on the civil aircraft which carries passengers, but recently the flight safety is considered to be important also in the military aircraft. The military aircraft applies the military airworthiness criteria which has been established on the sidelines of the civil airworthiness. The military aircraft developed in the South Korea complies with the tailored airworthiness standards based on the U.S. airworthiness handbooks. This paper reviews the timeline for the airworthiness handbooks and standards regarding handling qualities, and describes the major features of the latest airworthiness handbook, MIL-HDBK-516C, and the handling qualities standard, MIL-STD-1797B, which is linked in the most paragraphs in the flight technology chapter of MIL-HDBK- 516C, and discusses the alternatives to the classified document, MIL-STD-1797B. This research finding can be available as baseline data to the future aircraft development program.
