부모중심의 직업재활시설 설립과 발전방안 = A Study on Promotion and Establish of Vocational Rehabilitation Facilities in based Parents of People with Disabilities

Vocational rehabilitation facilities have developed in response to a need to provide employment, as assessment, training and other rehabilitative services to persons with disabilities. But a Vocational rehabilitation facilities operates both as a human service agency and a business. Vocational rehabilitation facilities in the Korea are mostly operated by government to persons with significant disabilities. Thus, it is an undesirable operated by parents of people with disabilities. The role and function of the parents of people with disabilities have increasingly become a major subject of discussion or pressure group in Korea. Nevertheless, have been the establish of vocational rehabilitation facilities in based parents of people with disabilities, its special regard will be paid to the fact that operating system, type of facilities, staffing, budgeting, action plan and marketing etc.

국문 초록 (Abstract)

장애인들의 직업재활에 대한 일차적인 책임은 국가 및 지방자치단체와 사회에 있기 때문에 장애인들의 직업재활을 위해 부모가 직접 시설을 설립하는 것은 바람직하지 않으며 오히려 부모운동을 통해서 지방자치단체가 지역사회에 직업재활시설을 설치하고 장애인들이 생산한 제품을 국가나 지방자치단체가 우선구매 하도록 압력단체로서 역할을 하는 것이 장애인들의 직업재활을 해결하는 방안이 될 것이다. 그러나 이 같은 노력으로도 해결되지 않기 때문에 부모가 직업재활시설을 설치하겠다면 설립에서는 적어도 운영주체와 시설의 유형, 인력, 예산, 장기계획, 마케팅 활동 등과 같은 측면에서 여러 가지 사항이 고려되어야 할 것이다.
