세계적인 이주 흐름 속에서 한국으로 의 이주가 지속해서 증가하고 있다. 한국은 이러한 현상으로 인해 다문화사회로 빠르게 진입하였다. 20세기 중반부터 한민족(韓民族)의 전통적인 단일민족과 단일 문화라는 정체성과 다민족 다문화라는 새로운 문화 현상이 충돌하게 되었다. 한국은 이주민들에게 인기 있는 목적지 중 하나가 되었으며, 특히 아시아 국가들의 주요 이주 목적지가 된 것이다. 경제, 문화, 국제 교류가 심화하게 되면서 한국을 찾는 외국인이 늘고 있으면, 국제결혼을 통해 배우자로 한국인을 선택하여 다문화가정을 꾸리는 외국인도 점점 많아지고 있다. 그래서 국제결혼으로 이루어진 가족을 한국에서는 '다문화가정'이라고 부른다.본 연구는 한국 다문화가족 지원 정책의 현황을 분석하여 발견된 문제점을 제시하고, 이러한 문제점을 해결하기 위해 독일, 캐나다, 일본의 다문화가족 지원 정책 사례를 분석하고자 한다. 또한 한국의 다문화가족 지원 정책과 독일, 캐나다, 일본의 다문화가족 지원 정책 비교를 통하여 한국 다문화가족 지원 정책에 내재된 언어소통, 문화 차이, 자녀 양육 및 교육 문제 등 편견으로 인한 현실적 어려움을 해소할 방법을 찾아 한국에 적합한 개선방안을 제시한다.
세 국가의 비교분석에 따라 한국과의 공통점, 차이점 및 시사점 및 향후 한국 다문화가족 지원 정책의 새로운 발전 방향을 제시하였다. 본 연구를 통해 향후 한국의 다문화가족 지원 정책에 대한 적극적인 발전에 대한 의미가 있다고 본다.

In recent years, SouthKorean society has witnessed a noticeable multicultural trend,markedbya significant influxof foreignworkers, international marriage migrants, and international students. Particularlynoteworthy is the risingnumber of immigrantswhohave enteredKorea through international marriages, giving rise to a new typeofmulticultural family. In South Korea, the number of international marriage immigrants began to surge in the 1990s and continued to rise until 2005. This influx of international marriage immigrants, especially females, has played a crucial role in alleviating South Korea's low fertility and agingproblems. However, these immigrants find themselves on the margins of Korean society, facing a host of challenges that have given rise to newsocial issues.These challenges include languagebarriers, cultural disparities, economic difficulties, children's education, multicultural familyeducation, andsocial discrimination. To address these issues, the government provides various forms of support to immigrant groups in terms of facilities, laws, services, and more. Nonetheless, there remain significant shortcomings in these policymeasures.Thispaper takes the emergence andevolutionof the Korean multicultural phenomenon as its focal point. It conducts a comprehensive analysis of the current situation and problems faced bymulticultural families, reviews existingpolicymeasures, anddraws insights by referencing measures employed by advanced immigrant-receivingcountries. A multicultural society is a pressing issue for South Korean society. The ongoing increase in foreign immigrants demands recognition of cultural diversity. The core of amulticultural society lies in individuals with values and lifestyles different from the mainstream, respectingeachother andacknowledgingdiverse cultures through integration. To construct a multicultural society correctly, the most crucial element is a shift in the perception ofmainstreamsociety. However, expecting a rapid change in this perception through education and altering the overall social atmosphere is overly ambitious. Therefore, the establishment of government-centered, appropriate multicultural support policies, and the development of a communication system becomeparamount inpreparing for amulticultural society. Korea is enteringanerawithamillionpermanent foreign residents. In response to the increasing demand for cultural diversity acknowledgment, variousmulticultural policies have been introduced. However, due to a tendency to rely on foreign cases without considering domestic circumstances, these policies often fall short in producing tangible effects. Consequently, the current realityof foreign immigrants within Korea is not accurately reflected, leading to numerous challenges in the integration of multicultural families into Koreansociety. The current multicultural policy inKorea primarily focuses on the surge inmarriage immigrants, posing challenges to their integration and sustaining family life. Consequently, it fails to accurately reflect the realitiesof immigrantswithdiverse cultures. Countries such asGermany, Canada, and Japan, entering the realm of multicultural societies at a faster pace, demonstrate timely responses to challenges faced in multiculturalism. They implement diverse andextensive support policies, althoughstill lacking incertain legal and systemic aspects. Nonetheless, there ismuch that can be learned fromthese countries regardingKorea's immigrant issues and the implementationofmulticultural policies. When immigrating to a newcountry, adaptation to culture, society, and economic activities, as well as raising children, is based on a common language. In this regard, Germany, Canada, and Japan have implementedbasic language educationprograms for immigrants in the fields of language educationandsocial adaptationsupport policies.All three nations emphasize patriotic education to safeguard national interests, cultivate qualified successors and builders, prioritize education fostering national pride and morality, and stress comprehensive societal education tonurturequalifiedcitizens. Both Korea and Japan, sharing similar geography and culture within the Asian continent, emphasize settlement support for immigrants in their policy frameworks and implementation plans, covering job-relatedcontent. Furthermore, policies supporting immigrants' social adaptation and settlement, akin to Canada and Germany, involve joint policy formulationbyvariousgovernment departments and institutions.They provide specific services by collaboratingwith local governments at various levels. Additionally, each country conducts diverse citizen education programs in national introductions, immigrant health stabilization support, employment information, child rearing, school education, housing, andeconomics toshape immigrant identities. In the realm of support policies for marriage migrant women, Canada provides support programs ranging from pregnancy and childbirth to child-rearing, education, and family relationship improvement. France focuses on increasingopportunities for children's success in school through education for immigrant parents. In multicultural families where domestic violence often occurs due to language and cultural differences, laws and policies for protecting domestic violence victims and preventing domestic violence are implemented. Programs such as psychological and physical safety promotion for renewal organizations and family relationship improvement educationare alsocarriedout. Canada, Germany, Japan, and Korea all mandate compulsory education for immigrant children. Schools offer various education options and different participation methods based on the residence area and characteristics of the children. They provide services such as education, health, psychological support, cognition, and parental participation for children and families requiring special assistance. Additionally, governments have developed support measures to prevent school violence and discrimination, ensuring stable school life for children. This article analyzes South Korea's support policies for multicultural families, studying examples of multicultural family support policies fromcountries such asCanada, Germany, and Japan. However, due to diverse situations in each country, solutions are proposed based on issues arising fromSouth Korea's multicultural family support policies. Formulating multicultural laws and policies that suit the country's realities and resolving many issues in a multicultural societywill play a crucial role in promoting interaction, harmony, and social stability among South Korea's multicultural groups.
