This paper aims to clarify how by using the technical assistance of trust funds, development cooperation with North Korea can be achieved. Trust funds support a wide range of regions and sectors and are considered an effective cooperation scheme not only in providing finance for development but also in enhancing partnership. Multilateral cooperation would contribute to North Korea’s capacity building under the current conditions of international sanction. Based on a case study from the UN and the World Bank, the two representative pillars of trust fund trustees, this paper presents the comparative advantages of using trustees for financing different sectors and targets for development cooperation with North Korea. Trust funds can be a viable alternative to overcome the limitations of past methods, such as temporary and short-term humanitarian assistance, in achieving development cooperation with North Korea.
