The purpose of this paper is to measure accessibility between urban public service facilities and their users. To do this, a significant review with regard to the characteristics of public service location system and the measures of accessibility was conducted. Two computer software packages, called LOCATOR and PLACE, were used to analyze the spatial efficiency and equity of the existing public service facilities located in Kandong-ku area, the eastern part of Seoul. This is to provide assistance to urban planners and designers that will enable them to identify modifications to an existing location that will improve its performance in relation to accessibility criteria.
For a particular urban area, the problem is to find the minimum number of locations that will provide the highest level of service coverage, require the least amount of travel and exibit a relatively even distribution of the workload at each location. The results of this research indicate that the existing public services such as Ku office, police station and fire station are located in an optimal manner in terms of accessibility. The results also indicate that the softwore pakages are useful to measure and evaluate the facility location systems and easy to lead the identification of some optimum solutions.
