기초자치단체의 아동⋅청소년 자체사업 예산규모에 영향을 미치는 요인: 동태적 패널모형을 중심으로 = Factors Affecting the Budget Size of Local Government Programs for Children and Adolescents: The Dynamic Panel Model

국문 초록 (Abstract)

본 연구에서는 기초자치단체의 아동⋅청소년 자체사업 예산규모에영향을 미치는 요인을 규명하고자 하였다. 2016년부터 2022년까지해당 지방자치단체의 아동⋅청소년 자체예산 자료를 활용, 사업명에대한 키워드 빈도분석과 아동⋅청소년 자체사업 예산에 대한 동태적패널분석을 수행하였다. 그 결과 첫째, 아동인구 비율과 인구밀도가 낮고 다문화 가구비율이 높은 지역에서 아동⋅청소년 자체사업 예산규모가 큰 것으로 나타났다. 둘째, 이전 연도의 예산 규모, 재정자주도, 사회복지비 비율이 아동⋅청소년 자체사업 예산규모에 영향을 미치는 것으로 나타났다. 셋째, 아동⋅청소년 관련 사회적 특성은 아동⋅청소년자체사업 예산규모에 유의한 영향을 미치지 않는 것으로 나타났다. 이를 통해 지방자치단체 단위에서 이루어지는 아동⋅청소년 정책의 책임성을 강조하기 위한 방안으로 인구정책과의 관계성 검토, 지역문제에자체적 대응 역할 등을 제안하였다.

This study aims to identify the factors influencing the budget scale of local government programs for children and adolescents.
Using data on local government budgets for children and adolescents from 2016 to 2022, we conducted a keyword frequency analysis on program names and performed a dynamic panel analysis of the budget. First, regions with lower child population ratios and population densities, and higher proportions of multicultural households, tend to have larger budgets of local government programs for children and adolescents. Second, the budget size of child and adolescent policies in the previous year, fiscal autonomy, and the proportion of social welfare expenditure were found to influence the budget size of local government programs for children and adolescents. Third, social characteristics related to children and adolescents did not have a significant impact on the budget size of local government programs for children and adolescents. This study suggests that reviewing the relationship with population policies and strengthening local governments’ capacity to address regional issues independently are effective measures to enhance the accountability of child and adolescent policies at the local government level.
