      In present sense, the use district zonning was executed in the beginning of the 20th century in German. Since it inforced in the sense of protection to the individual property. But it has been utilized the means of persuit the public benefit by dint of prevention of population and catastrophe, and rational restiction according as reciprocally divided on the inappropriate role in ultility of land. However, in present sense of the use district zonning was inforced when the urban planning code was established in 1962 our country, it has been revealed issues because of momentary expedient to the issues occurance, just because it revised several times because of economic growth rapid.
      In urban district, the restricted law to the utility of land has somewhat over thirty particular laws including building code, urban renewal code, residential construction promotion code and so on which based on urban planning code. In the strict sense, However, the administrated original code to the use district zonning is urban planning code and builing code.
      It is differentiated that urban planning code assign the use district zonning and builing code retrict the action, urban design prepare a long period urban master scheme as a unit of twenty years and enforce renewal plan after examine the propriety of existing urban planning according to society developement and environment change as a unit of five years. Such a urban planning modification cause necessarity disquilified use in the distict zonning which is caused by district zonning modification as a inevitable issues, however, provided that leave continually it may bring to considerable catastrophe in the society as a public benefit and safety. Like this manage reasonably the district zonning system having acual issues, first of all, one must clear the somewhat over thirty relational codes completely systematizing dispense with overlapped restriction. Then, one must disceet who design the urban renewal plan to the urban planning modification and unify the assignation and restriction of the use district zonning which taking duplication. That is, according as urban planning code enforce to the use district zonning assignation, building code enforce to the constuction and form restriction, then, one must minimize the use conflict due to modification og urban planning. Modern society which varied and complex necessitate the new use which correspond to the district property. Because present use assignation system is inappropriate to accomodate such a variety, accordingly one must specialize minute particles and remove the issues to apply the use restriction.
