남북 환경협력과 한반도 탄소중립 기후공동체 구축 방안 : 녹색기후기금(GCF) 재원 및 기후프로젝트 활용을 중심으로

국문 초록 (Abstract)

본 연구는 파리협정을 기반으로 한 신기후체제 출범 이후 국제사회가 기후위기를 매우 ‘긴급한(urgent)’ 지구적 도전과제로 인식하고 기후변화 대응을 위한 공동의 노력을 강화하고 있는 상황에서, 남북 환경협력의 방향을 새롭게 고민하고 ‘한반도 탄소중립 기후공동체’ 구축을 위한 정책적 방안을 제시하는 데 그 목적을 둔다. 특히 본 연구에서는 기후변화 대응의 중추적 국제 금융기구인 녹색기후기금(Green Climate Fund: GCF)의 재원과 기후프로젝트 활용을 위한 접근 방식과 남북 기후협력의 실제적 운영 방안에 대해 주목하고자 한다. 우선 제2장에서는 기후변화에 관한 정부간 협의체(Intergovernmental Panel on Climate Change: IPCC) 평가보고서에서 발표된 지구적 기후위기의 현황과 전망을 간략히 살펴본 후, 남북한이 UNFCCC에 제출한 기후변화 국가보고서(National Communication)의 주요사항들을 점검해 본다. 제3장에서는 남북 환경협력의 과제 및 한계를 어떻게 해결하고 극복해야 할지, 그리고 Post-2020 신기후체제 하에서 한반도 기후공동체를 향한 남북 환경협력의 방향에 대해 고찰해 본다. 제4장에서는 파리협정 제11조 ‘재원(finance)’을 통해 기후재원의 역할과 중요성을 살펴본 후, GCF 재원과 기후프로젝트 활용을 중심으로 남북 기후협력의 운영 방안을 제시하고자 한다.

다국어 초록 (Multilingual Abstract)

This study aims to consider the direction of environmental cooperation between the two Koreas and present policy measures to build a ‘Carbon-Neutral Climate Community of the Korean Peninsular’ at a time when the international community has recognized the climate crisis as the most serious global problem since the establishment of the New Climate Regime based on the Paris Agreement. In particular, this study will focus on the financial resources of the Global Climate Fund (GCF), a pivotal international financial organization in response to climate change, the approach to taking advantage of climate projects, and practical ways of advancing climate cooperation between the two Koreas. Chapter II presents first the current status and prospects of the global climate crisis in the 4th Assessment Report (AR4) of the Intergovernmental Panel on Climate Change (IPCC), and then analyzes the main points of each National Communication (NC) submitted by the two Koreas to the UNFCCC. Chapter III considers how to solve and overcome the challenges and limitations of the inter-Korean environmental cooperation and the direction of inter-Korean environmental cooperation toward the carbon-neutral climate community on the Korean peninsula under the Post-2020 New Climate Regime. In Chapter IV, after examining the role and importance of the climate finance through Article 11 of the Paris Agreement, we will have a close look at the ways to promote inter-Korean climate cooperation toward a carbon-neutral community on the Korean Peninsula, focusing on the taking advantage of GCF’s funding and climate projects. Chapter V concludes with a summary of the research and a discussion of the main arguments.
