장애 성인과 장애인 평생교육 관계자의 통합교육 인식과 요구 분석 = Analysis of the awareness and request of adults with disabilities and staff in charge of lifelong education regarding integrated education

국문 초록 (Abstract)

이 연구는 장애 성인과 장애인 평생교육 관계자의 통합 평생교육 참여 및 실행 과정에서 나타난 문제 상황에 대한 인식과 통합 평생교육을 활성화하기 위한 요구를 알아보고, 이를 근거로 국내 통합 평생교육을 활성화하기 위한 실천적 과제를 도출하는 데 목적이 있다. 연구를 위해 장애 성인 200명과 장애인 평생교육 관계자 120명을 대상으로 설문조사를 실시하였다. 연구 결과, 첫째, 장애 성인들은 ‘장애인/비장애인 학습자 대상 통합교육 프로그램 홍보 부족’, ‘일반 평생교육기관 내 장애인 지원 인력 부족’ 등을 통합 평생교육을 가로막는 심각한 문제 상황으로 인식하였고, 장애인 평생교육 관계자들은 ‘일반/장애인 평생교육기관의 통합교육 운영 예산 부족’, ‘일반/장애인 평생교육기관 간 소통이나 연계·협력 부족’ 등을 심각한 문제 상황으로 인식하였다. 둘째, 통합 평생교육을 활성화하기 위한 과제로, 장애 성인들은 ‘장애인 평생교육기관 대상 통합 평생교육 운영 예산 지원’, ‘장애인 학습자의 통합 평생교육 프로그램 참여를 위한 수강료 지원’ 등을, 장애인 평생교육 관계자들은 ‘통합 평생교육 프로그램 운영 지침이나 매뉴얼 개발 보급’, ‘장애인 평생교육기관 대상 통합 평생교육 운영 예산 지원’ 등을 요구했다. 연구 결과를 바탕으로 정보 제공 체제 마련, 예산 확보 및 지원, 구체적 실행 매뉴얼 제작 및 교육 지원, 그 외 일반 평생교육기관과의 연계 방안 모색 및 프로그램 개발, 보급 등을 실천적 과제로 제시하였다.

다국어 초록 (Multilingual Abstract)

This study aims to identify the awareness of problems that emerged in the process of participating in and implementing integrated lifelong education among adults with disabilities and those involved in lifelong education for the disabled, as well as the demands for activating integrated lifelong education, and to derive practical tasks for activating domestic integrated lifelong education based on this. For the study, a survey was conducted targeting 200 adults with disabilities and 120 people involved in lifelong education for the disabled.
The results of the study showed that, first, adults with disabilities recognized ‘lack of promotion of integrated education programs for disabled/non-disabled learners’ and ‘lack of personnel to support the disabled in general lifelong education institutions’ as serious problems hindering integrated lifelong education, while those involved in lifelong education for the disabled recognized ‘lack of budget for operating integrated education in general/disabled lifelong education institutions’ and ‘lack of communication, linkage, and cooperation between general/disabled lifelong education institutions’ as serious problems. Second, as a task for activating integrated lifelong education, adults with disabilities requested ‘support for operating budget for integrated lifelong education for lifelong education institutions for the disabled’, ‘support for tuition for disabled learners to participate in integrated lifelong education programs’, etc., and those involved in lifelong education for the disabled requested ‘development and distribution of guidelines or manuals for operating integrated lifelong education programs’, ‘support for operating budget for integrated lifelong education for lifelong education institutions for the disabled’, etc.
Based on the research results, practical tasks were presented, including establishing an information provision system, securing and supporting a budget, producing a specific implementation manual and providing educational support, seeking ways to link with general lifelong education institutions, and developing and disseminating programs.
