브라질의 사회적 연대적 경제 - 이론과 실제

국문 초록 (Abstract)

동 연구는 사회적 연대적 경제의 이론, 입법의 유형화 및 브라질에서의 연대적 경제의 도입과 실제 및 그 성과와 문제점 등을 살펴보는 것이다. 사회적 연대적 경제이론은 민간시장과 연대적 시장의 관계에 따라서 시장보완론(niche market theory), 사회적 시장 독자론(social market theory) 및 시장대체론(market substitution theory)으로 분류가 가능하다. 사회적 연대적 경제에 대한 입법은 에콰도르나 볼리비아와 같이 헌법에 명시적으로 도입한 경우(명시적 도입론)와, 시행법이나 법률로 헌법규정을 적극적 해석함으로써 헌법상 묵시적 규정으로 확인하는 경우가 있다(묵시적 도입론). 콜롬비아, 멕시코가 이러한 경우에 해당된다. 법률로 도입하는 경우에도 2가지 입법방식이 가능하다. 하나는 사회적 연대적 경제 기본법을 제정하는 방식으로 스페인, 포르투갈 등이 채택했다. 또 다른 입법방식은 일반법을 제정하는 것으로 콜롬비아, 에콰도르, 볼리비아 등 중남미국가들과 프랑스가 채택했다.
브라질은 룰라정부 때 공공정책으로 연대적 경제를 도입했다. 연대적 경제에 대한 이론적 틀과 정책은, 시장대체론을 주장한, Paul Singer교수가 세웠다. Singer교수는 연대적 경제가 시장경제와 경쟁하여 그 우월성이 입증되면 연대적 경제로 시장경제를 대체한다고 보았다. 연대적 경제를 통해서 임금노동자를 없애는 것을 진정한 사회주의라고 생각했다. 브라질은 1차 연대적 경제 지형도(2005~7)와 2차 연대적 경제 지형도(2009~13)를 작성하여 그 성과를 파악했다. 동 조사는 브라질 연대적 경제의 현황과 한계, 그리고 방향성에 관한 중요한 단서를 제공한다. 연대적 경제 참여자들의 대다수는 직업창출과 소득증대를 목적으로 했다. 그러나 사단법인과 비등록 단체가 연대적 경제의 주류를 이루고, 협동조합과 연대적 기업의 참여는 극히 저조하여 목적달성은 긍정적 평가가 어렵다. 그러나 참여인원을 고려한다면 방향성은 맞았다. 정책의 목표나 참여자들의 목적이 고용창출과 소득확대이기 때문에, 정책방향도 이러한 목적에 맞추어 조정되어야 할 것이다.

다국어 초록 (Multilingual Abstract)

The study examines the theoretical analysis of the social and solidarity economy (SSE), the typification of SSE legislation, the introduction and practice of solidarity economy in Brazil, and its achievements and remaining problems. SSE theories can be classified into niche market theory, independent SSE market theory and market substitution theory, according to the relationship between public, private market and solidarity market. Legislation for the social and solidarity economy can be introduced into the Constitution, such as Ecuador and Bolivia (explicit introduction theory), and is sometimes confirmed as an implicit provision in the Constitution by actively interpreting the Constitution (implicit introduction theory). Bolivia, Colombia, and Mexico are examples of this theory. Even when introduced as a law, two legislative methods are distinguished. One was adopted by Spain, and Portugal as a way to enact the basic law of social and solidarity economy. Another legislative method was to enact general law, commonly adopted by Latin American countries such as Colombia, Ecuador, Bolivia and France. Brazil introduced a solidarity economy as a public policy during the Lula government. The theoretical framework and policy for the solidarity economy was established by Professor Paul Singer, who argued for civil market substitution theory. He saw that if the solidarity economy competes well with the market economy and its superiority is proved, the solidarity economy will replace the market economy. He thought it was true socialism to get rid of wage workers through a solidarity economy. Brazil prepared the first solidarity economy mapping (2005~7) and the second solidarity economy mapping (2009~13) to understand its performance. The survey provides important data about the current state, limitations and direction of the Brazilian solidarity economy. The main purpose of the Brazilian solidarity economy is to create jobs and increase incomes. However, associations and informal groups are the mainstream of the solidarity economy, and the participation of cooperatives and solidarity companies is extremely low, making it difficult to positively evaluate the achievement of the goal. However, considering the number of participants, the policy direction seems to be correct. Since the goal of the policy or the main purpose of the participants is job creation and income growth, the policy direction should also be adjusted to this goal.
