The urban regeneration projects in a declined region are to resolve the problems of common resources by ways of finding the mechanisms of governance for searching cooperative methods, enhancing the voluntary citizen participation for regional strength, and utilizing social capital for economic growth.
This research was performed to find the impact of local governance to the form of social capital by analyzing at the old CBD, Masan Hapo, in the City of Changwon. It was tried to improve not only the quality of social capital but also the quality of local governance through the process of urban regeneration projects. It analyzed the relationship between the local governance and social capital using various variables affecting to urban regeneration. The samples were selected randomly at old CBD, Masan Happo District and questionnaires were collected through face-to-face from October 2011 to January 2012. This research found out as follows:
The awareness of local governance and the perceived level of social capital were low in general. However, the groups of NGOs, urban experts, and government officers recognized local governance higher than the groups of residents and merchants. It is necessary to strengthen the experience information for inducing the participation of local community which is the core of social capital. Also, it is necessary to strengthen the level of cognitive and experience and the process of socialization is required to improve the social tolerance. In addition, For the better network of local society, moreover, it is necessary to strengthen the degree of experience.
This research also found out that the level of awareness and formation for local governance could be increased by working together in each position of urban regeneration projects. Furthermore, the level of formation for social capital could be improved as the effort of increasing the level of awareness and formation for local governance.
Based on the analysis of the level of awareness and formation for local governance and the level of formation for social capitals, this research suggested several policy implications as follows:
First, the results of this research should be applied to an integrated urban regeneration scheme after terminating the test bed projects in the City of Changwon. Therefore, it is needed to enact the assistant system for materializing research results systematically. Second, the organization of public-private partnership should be established to the local areas where urban regeneration projects are applied. It was suggested that Masan Hapo District where urban regeneration projects were applied should be established the organization of public-private partnership. Third, the local governance and social capital should be utilized efficiently to serve as the catalyst of public concerns.
