북한의 핵문제 = 중국의 이중적 태도에 대한 원인분석과 평가

국문 초록 (Abstract)

북한의 핵무기 개발이 국제사회에 공론화된 지 거의 20년이 흘렀지만 여전히 해결되고 있지 않다. 관련당사국들이 6자회담 혹은 북미접촉을 통해 북한의 핵문제를 해결하려고 많은 노력을 기울였지만 사실상 해결된 것은 없다. 이러한 상황에 대한 일차적 책임은 북한에 있다는 점은 자명하다. 그러나 동시에 그러한 교착상태는 북한의 핵무기 개발에 대한 중국의 이중적, 미온적, 그리고 소극적 태도와 행태가 적절하게 작용하였다. 중국은 적어도 공식적으로 한반도의 비핵화를 주장하고 있지만 중국은 핵문제가 타결되기를 원하지 않는다. 그 배경은 북한의 입장을 최대한 반영하고 미국을 견제하기 위한 저의가 깔려 있기 때문이다. 중국은 북한의 핵무기 개발을 자국의 정치적 목적을 달성하기 위한 도구로서 최대한 활용하고 있다. 그러나 선행연구들은 중국의 이중적 태도에 대해 동의하고 있지만 그 내면에 있는 중국의 의도와 목적에 대해서는 충분한 논의와 분석을 결여하고 있다. 따라서 본 논문은 북한의 핵무기 개발 개발을 둘러싼 중국의 이중적 태도와 내면적 목적을 분석하고 평가하는데 주된 목적이 있다.

다국어 초록 (Multilingual Abstract)

North Korea"s nuclear issue have remained unresolved since 1994. The parties concerned have made strenuous efforts to cope with the thorny issue through six-party talks and other diplomatic contacts. However, nothing has been achieved. Apparently, North Korea takes the primary responsibility for the stalemate situation. In the meantime, in my view, another reason for this background is that basically China doesn"t want to resolve North Korea"s nuclear issue very quickly for some reasons. More specifically, Beijng seems to enjoy the diplomatic condition in which Washington begs the former for a diplomatic solution. In China"s view, this will help China play a pivotal role in North Korea"s matter. To some extent, China takes the best advantage of Pyongyang"s nuclear issue as a way of preventing the U.S. from obtaining an initiative in the region and the Korean peninsula. For this reason, China has taken an unequivoval and lukewarm postures toward the communist regime"s irrational military provocations including nuclear and missile tests. China also has supported and backed Kim"s regime and hesitated to take harsh measures against it.
In author"s view, what China really wants is the status-quo in which Pyongyang would not give up its nuclear weapons, and the tension between the two Koreas would remain very much the same as the present time, and the U.S. doesn"t have any proper means and measures to cope with the nuclear issue in the years to come.
