농촌지역 노인복지의 실태와 노인복지 개선 방안에 관한 연구 : 홍천군 서면 4개리를 중심으로 = (A) study of an agricultural area old people's welfare realities and people's welfare on methods to improve : focus on the Hongcheon-Gun, Seo-myeon 4gaeri

국문 초록 (Abstract)

본 연구는 홍천군 서면 4개리 거주하는 농촌지역 노인복지 개선 방안을 찾고자 농촌노인들의 일반적 특성, 소득활동에 관한 사항, 건강에 관한 사항, 농촌노인복지 서비스 등에 관한 사항으로 나눠서 조사를 하였다. 도시노인에 비해 더욱 열악한 농촌노인들의 소득활동과 건강에 대해 파악하고, 농촌노인복지 서비스 실태를 조사해 농촌노인들의 노인복지 개선방안을 제시하는데 목적이 있다.
본 연구의 조사대상은 강원도 홍천군 서면 4개리(반곡리, 두미리, 어유포리, 팔봉1리)에서 거주하고 있는 65세 이상 노인 100명을 대상으로 2006년 9월 28일부터 10월 3일까지 6일간 1차로 실시한 49부와 2006년 10월 14일부터 10월 28일까지 15일간 2차 조사 실시한 51부 등 총 100부 대상으로 연구 조사 분석에 사용하였다.
본 연구의 설문조사에서 나타난 결과를 보면 다음과 같다.
첫째, 소득활동에 관한 사항으로 농촌노인의 소득이 2000만원 미만이 71.0%이며, 조사대상자의 평균 소득 규모는 1828만원으로 나타나, 전국평균이 2600만원 정도인 점을 감안할 때 낮고 조사대상자의 53.0%가 부채가 있으며, 평균부채 또한 2267만원으로 전국평균 2700만원 보다 약간 낮다. 평균 생활비도 110만원으로 소득 규모에 비해 상당히 높은 것을 볼 때 경제적 어려움이 크다고 할 수 있다. 그렇지만 조사대상자들의 55.0%는 경제적 이유 등으로 농사일을 계속하고 싶다고 밝히고 있다. 또한 농사 외의 활동도 71.2%가 하기를 희망하고 있다. 농촌노인들에 대한 경제적 어려움을 해소하기 위해 소득활동에 대한 지원이 필요한 것을 알 수 있다. 또한 소득활동 관련 조사대상의 욕구는 각종 직불제 확대, 농촌노인에게 적합한 일거리 창출, 농촌체험 관련 지원, 농축산물 판로 확대 제도 등이 개선되기를 바라고 있다.
둘째, 건강에 관한 사항으로 농촌노인의 건강이 48.0%가 좋지 않고 34.0%가 1개월 이상 앓고 있는 질병이 있는 것으로 나타나 이에 대한 대책이 필요한 것을 알 수 있다.
셋째, 농촌노인복지정책 서비스에 관한 사항으로 조사대상지역의 농촌노인들은 각종 노인복지정책 서비스에 대한 인지여부도 노인정, 보건(지)소 등을 제외하면 50.0% 미만이다. 농촌노인들은 노인들을 위한 서비스조차 알고 있지 못하다는 것이다. 이용 경험 또한 80.0～90.0%가 전혀 없는 것으로 나타나 농촌에 산다는 이유로 서비스 이용에도 제한 받고 있는 것을 알 수 있다.
이러한 결과에서 볼 수 있듯이 농촌노인의 문제를 더욱 심각하게 만들고 있으며, 농촌노인들의 삶의 질이 낮아 질수 밖에 없는 것이다.
이러한 문제를 해결하기 위해서는 첫째, 우선 농촌노인에 대한 올바른 시각이 정립되어야 할 것이다. 노인도 건강하고 활동적인 사회구성원이 될 수 있다는 것이다. 이 연구에서 현지 실태조사 결과에서 나타난 바와 같이 농촌노인들은 농업 분야에서 다양한 역할을 충실히 수행하고 있으며, 현재 농사일에 종사하고 있는 고령 농업인들은 자신이 할 수 있는 한 농사를 계속 짓겠다고 하고 있다.
둘째, 농촌 노인의 소득활동 및 소득 지원을 위한 각종 지원제도가 마련되어야 한다. 이를 위해 정부의 노인복지 관련 각종 위원회, 기획단 등을 구성하여 적정 수의 농촌 노인문제 전문 인력을 참여시키도록 해야 하며, 각종 복지정책에서도 농촌노인의 특수성이 충분히 반영될 수 있도록 노력해야 한다. 그리고 ‘지역사회복지계획’을 수립할 때 농촌노인복지 증진 관련 내용이 충분히 포함되어야 할 것이다. ‘농림어업인 삶의 질 향상 및 농산어촌 지역개발 촉진에 관한 특별법’ 및 ‘농어촌주민의 보건복지 증진을 위한 특별법’의 시행과정에서도 농촌노인의 특성이 충분히 반영될 수 있도록 해야 한다.
농촌노인들의 농사 외 활동 부문에서도 다양한 소득활동을 할 수 있도록 다양한 정책을 개선·개발해야 한다. 농촌 실정에 맞는 여러 가지 노인 적합 직종을 개발하여 노인들의 농외 취업 기회를 확대해야 한다. 이를 위해서 노인공동작업장, 노인취업알선센터, 노인인력지원기관, 노인일자리사업 등을 농촌 실정에 맞게 개선하여 적극 시행해야 한다.
셋째, 경로연금, 경로우대제도, 경영이양 직접지불제도 등과 같은 노인복지정책 서비스를 농업·농촌의 특성을 제대로 반영하여 개선해야 한다. 그리고 농업에서 은퇴하는 사람들의 소득보장을 위한 특별대책(직불제 또는 연금과 같은 제도) 등을 마련해야 한다.
마지막으로 한번 더 강조하지만 도시노인들만을 위한 정책이 아니라 모든 노인들을 위한 정책이 되기 위해서는 노인복지 정책을 개발할 때 각 지역 특성에 맞는 정책이 함께 개발되어 제시되어야 할 것이다.
