토지재조사를 위한 3차원 지적측량 = 3D Cadastral Surveying for Land Innovation

국문 초록 (Abstract)

국가행정의 근간을 이루고 있는 지적제도는 현지실정과 부합하는 정확한 토지 데이터가 기본이 되며 정보화 시대의 근간을 이루고 있다. 그 동안 지적재조사를 위한 장기간의 노력에도 불구하고 지적재조사를 위한 사업은 여러 문제점이 노출되어 성사되지 못하였다. 현재의 지적제도는 토지 일필지에 대하여 2차원의 등록하여 부동산의 법률적 현황에 대한 정보를 제공하고 있으나 토지공간의 다양한 이용에 따라 부동산에 대한 3차원 공간정보를 반영할 수 있는 필요성이 증가하고 있다.
정확한 토지 데이터베이스를 구축하기 위한 토지재조사는 국가와 사회적 부담이 크고 장기간이 소요되기 때문에 토지와 지적재조사는 건축물을 비롯한 새로운 토지정보를 추가할 수 있도록 하고 국가공간정보기반에 부합할 수 있는 새로운 3차원 지적측량 방법으로 개선하여 정확한 토지재조사 사업을 추진할 수 있도록 하는 접근방법이 필요하게 되었다.

다국어 초록 (Multilingual Abstract)

The cadastral system which accomplishes the base of national land administration with accuracy of proper data is agreeing with the actual place where it leads the maintenance which is quick in information age in foundation. Even in spite of long time and many efforts, the problems were discovered variously from the accuracy side of the cadastral data the and local situation must agree accurately in the process of cadastral information and the necessity which it will improve quickly raised. Current cadastral registrations use 2D parcels to register on land. In most cases this is sufficient to give clear information about the legal status of real estate. But in cases of multiple use of space, we need new approach able to reflect the spatial information about real estates in the third dimension.
Construction of the accurate data base it leads the land innovation and the new approach method is demanded. It will be processed under the consideration of the government and social charge to be big, also needs long surveying duration. Thus the land and cadastral innovation must be propelled with the direction which executes the new digital 3D cadastral surveying methods accompany with the building registration and the current items must be improved with urgent characteristic of the national spatial information infrastructure business propulsion.
