According to the annual disaster report, property damage caused by heavy rains and typhoons in Korea accounted for about 93% of the total disaster damage in 2021. Since Pohang City is a super-aged city with an aging population of about 20%, measures are needed to reduce such damage to the elderly population. Therefore, this study shows an expected scenario for flooding damage in areas with a high distribution of the elderly population using GIS, focusing on Pohang, and to propose a suitability of shelter site in consideration of the elderly population.
In order to prepare a flood hazard prediction map, a digital elevation model and water level data were analyzed to identify the expected extent of flooding. In order to use this map for analysis considering the elderly population, the ratio of the elderly population to the total population was calculated. Using the kernel density tool, the elderly population density was derived, and overlapping analysis was conducted on the map. In addition, the current status of shelters in Pohang was identified to select vulnerable areas. The results derived from this study help predict flood damage and can be used as a tool for decision-making for elderly friendly cities.
