The purpose of this study was to examine perceived factors of low childbirth in Jeju island population. Participants were 559 adults selected from quota sampling with propositional distribution. With cross-sectional survey research, participants were completed a questionnaire and/or structured interview that included measures of socio-econornic variables, personal sense of value on marriage and divorce, fertility promotional policy and satisfaction, benefits of childbirth, and determinants of fertiliy plan. The results of analyses were as follows. First, there were significant differences on personal sense of value on marriage and divorce by gender, age, marriage status. The most important evasion reason of childbirth was personal education expense and child bringing Cost burden Second, among maintenance policy of childbirth according to low fertility, solution of offspring’s educational expense burden was the most important factor, followed by support of bringing cost and promotional grant of childbirth, preparation of elderly life. Third, among support benefits for childbirth, support of child bringing cost was the most important, followed by long-term holiday for childbirth,benefit of tex reduction. Fourth, significant determinants of future childbirth intention were marriage intention and divorce intention, ideal number of family, and age.
