소 플리니우스와 프린켑스 정치 인식 = Pliny the Younger and the Principate － The Panegyricus and Pliny’s View of the Principate －

국문 초록 (Abstract)

소 플리니우스의『찬가』를 관통하는 트라야누스 치세의 이미지는 공화정으로의 회귀 내지 ‘회복된 자유’라는 것으로 표현된다. 특히, 플리니우스에게 공화정의 이미지는 원로원 권위의 회복과 긴밀하게 관련되어 있다. 하지만 플리니우스가 주장하는 회복된 자유라는 것은, 권리로서의 자유가 아닌 황제의 절제 덕분에 누리게 되는 자유일 수밖에 없다. 플리니우스는 프린켑스 체제와 자유가 트라야누스 치세에 공존하게 되는 상황을 그리고 있지만, 사실 그 둘 사이에 실질적인 조화가 있었던 것은 아니었다.
그러한 상황 하에서는 황제가 실질적으로 권력을 행사하는 방식이 모든 차이를 만들어내는 원천이 되는 것이고, 그런 만큼 원로원 의원들의 바람이란 황제를 약화시키는 것이 아니라 황제의 덕성을 기대하는 것이었다. 플리니우스가 그 덕성의 고양을 위해 찬사라는 방식을 사용했다고 한다면, ??찬가??는 황제의 정치선전에 대한 단순 반영을 넘어 이상적 황제란 어떠해야 하는가를 보여주는 한 저명한 원로원 인사의 견해 표명인 것이다.
트라야누스에 대한 찬사를 통해 이상적인 황제의 상을 제시하려는『찬가』에서 플리니우스가 다루는 덕목들은 광범위한 분야에 걸쳐 있다. 하지만 여러 덕성들 가운데서도 절제와 겸손은 플리니우스가 힘주어 주장하는 트라야누스 덕성의 요체이자 이상적 황제가 갖추어야 할 기본이다. 그리고 절제와 겸양을 보여 주는 사례들의 핵심적 부분이 트라야누스와 원로원과의 관계에서 발생하고 있다는 점에 주목할 필요가 있다. 플리니우스에게서 도미티아누스는 트라야누스라는 이상적 프린켑스의 대극에 자리하고 있고, 그의 치세는 전제정치로서 프린켑스 정치와 대비되고 있다. 그 대비에서 역시 초점은 황제와 원로원과의 관계에 있다.
플리니우스가『찬가』속에서 도미티아누스와 그의 치세를 최대한 암울하게 표현해내고 그 치세를 경험한 자신을 피해자의 한 사람으로 규정하는 것은, ??찬가??가 이상적 황제의 이미지를 그려내고 설득하려는 계획의 산물임과 동시에, 과거의 이미지를 자기변명에 적합한 쪽으로 주조하려는 노력의 결과임을 보여 준다. 그리고 플리니우스는 수동적 변명을 넘어 트라야누스는 말할 것도 없고 자신에 대해서 역시 이상적 원로원으로서의 긍정적인 상을 구축해내려 한다.
이상과 같이 황제와 자신을 규정하려한 플리니우스는, 동시대인이자 친구였던 타키투스와는 달리, 일인지배체제의 필연적 타락이라는 문제를 통감하지 않는 낙관적 태도를 견지하고 있으며 올바른 프린켑스가 자리하고 있는 상황에서라면 프린켑스 체제에 전적으로 만족해하는 모습을 보인다.

다국어 초록 (Multilingual Abstract)

On 1 September 100 CE, Pliny the Younger delivered the oration we know as the Panegyricus. This was a gratiarum actio, a vote of thanks, offered up to the emperor Trajan. Throughout the speech one encounters explicit indications that the reign of Trajan represents an apparent return to the Republic(libertas reddita). But Pliny inadvertently admits that it is a very precarious freedom. “Iubes esse liberos, erimus ; iubes quae sentimus promere in medium, proferemus”(Pan.66, 4). Under Trajan, libertas was still defined by inequalities of power. Therefore, there was no real reconciliation between libertas and the Principate based on mutual concessions.
Under the circumstances, senators" desire was not to undermine the emperor, but to expect the moderation from the absolute power, while pressing for more involvement in the governing process. Pliny’s words of praise for Trajan are often put in terms of reestablishing the power and prestige enjoyed by the senate under the Republic. It is a sort of manifesto of the senate"s ideal of a constitutional ruler. And in it he subtly blends fact and wishful thinking. Modestia and moderatio form the bedrock of Pliny’s prescription.
Trajan"s superlative qualities are sharply offset by the negative example of previous emperors, especially Domitian. Pliny draws the contrast between the dominatio of the past and the principatus of the present. Pliny’s Domitian is a rhetorical construction and a product of the persuasive agenda of his speech.
In addition to expressing his hopes for optimus princeps by means of contrast with Domitian, Pliny designs to place his own career in the most positive light, above all through the assertion or implication of detachment from Domitian and adherence to Trajan. Pliny asserts that he was in danger himself under Domitian, though his political career had flourished under the bad emperor. Pliny wanted to associate himself closely with a good emperor, while his contemporary Tacitus chose to underline his fundamental independence from the autocratic regime of any emperor. He does not have an inner conflict between the recognition that the principate is the inevitable prerequisite of the pax Romana, on the one hand, and the awareness that absolute power is apt to corrupt, on the other.
