수석교사제의 효과적인 운영방안 모색: 수석교사와 동료교원의 인식을 중심으로 = A Study on the Effective Managements of Master Teacher System: Focused on the Perception of Master Teachers and Peer Teachers

국문 초록 (Abstract)

본 연구는 교사의 승진경쟁 완화 및 교수활동 리더십 강화를 위해 2008년 3월부터 시범운영 되고 있는 수석교사제 실태를 분석하여, 제도 개선을 위한 시사점을 도출하는 데 목적을 두었다. 수석교사제의 시범운영 인식 관련 4가지, 수석교사의 역할 및 위상 관련 8가지 항목을 중심으로 실태를 분석하기 위해 전국 16개 시·도에서 선발된 138명의 수석교사와 1,595명의 동료교원을 대상으로 설문조사를 실시하였다. 설문조사 분석 결과, 수석교사는 ``동료의 전문성 신장 기여``에 70.4%(수석교사 93.5%), ``가르치는 교사 우대 풍토 조성``에 68.9%(수석교사 90.6%), ``승진과열 현상 일정 부분 해소`` 57.5%(수석교사 90.6%), ``수석교사로 인해 전문성 향상 자극`` 54.9%(수석교사 89.8%)가 긍정적으로 응답했다. 또한 ``역할이 모호하다.`` 65.9%(수석교사 70.3%), ``동료교사의 수업부담 가중`` 55.9%(수석교사 47.9%)가 ``그렇다`` 이상으로 답했다. 수석교사제 유지 및 보장 방식에서 동료교원은 ``자격취득 후 재임명제(52.1%)``를, 수석교사는 ``자격취득 후 영구직제(37.0%)``를 선호했고, 적절한 지위는 동료교원(36.1%), 수석교사(47.1%) 모두 ``교감=수석교사``의 지위를 선호했으며, 수석교사와 관리직과의 인사교류는 동료교원(반대 56.9%), 수석교사(반대 50.7%) 모두 반대 의견이 높았다. 수석교사제 도입을 위한 선결과제로 동료교원은 ``수석교사 수업감축으로 인한 교원충원(40.9%)``을, 수석교사는 ``교직사회 내 인식 확산(34.1%)``을 선결과제로 인식하고 있었다. 이러한 연구 결과를 토대로 수석교사제의 성공적 도입과 정착을 위해 시사점을 줄 수 있는 역할과 위상에 적합한 제도 정비, 처우 개선 등을 중심으로 몇 가지 제언을 제시하였다.

This study`s aim to analyze the conditions of master teacher system, which has been pilot operated since March 2008. In order to investigate the real conditions of the master teacher system and master teachers` role and status, 138 master teachers and 1,595 peer teachers of 16 each city and province responded to a survey. The survey said that the master teacher system has positive effects such as ``increasing the speciality of peer teachers``(70.4%, the master teachers` response 93.5%), ``creating a climate to give preference to the teachers who teaches in the class``(68.9%, the master teachers` response 90.6%), ``reducing the promotion competition``(57.5%, the master teachers` response 90.6%) and ``getting a stimulus to improve their speciality from master teachers``(54.9%, the master teachers` response 89.8%). On the other hand, The survey also showed the results such as ``the ambiguity of the master teachers`` roles`(65.9%, the master teachers` response 70.3%), ``giving the other teachers a burden to get more classes``(55.9%, the master teachers` response 47.9%). For the sake of maintaining and guaranteeing the master teacher system, peer teachers prefer ``being appointed after getting a certificate``(51.2%) and master teachers prefer ``the permanent job after getting a certificate``(37.0%). For the appropriate status of master teachers, peer teachers and master teachers expect the concept of ``vice principal=master teacher``. For the high priority of initiating the master teacher system, while peer teachers think about adding more teachers, master teachers consider growing awareness to other teachers. Based on the results, for the successful introduction and settlement of the master teacher system, this study gives some recommendations to improve the system.
