철도 BTL 민자사업의 타당성과 민자적격성에 관한 연구 -일반철도 BTL사업의 사례비교를 중심으로- = A Study on the Validity and Value For Money(VFM) of the Railway Build-Transfer-Lease(BTL) Project: Based on the Case Comparison of the BTL Trunk Line Projects

국문 초록 (Abstract)

수송인프라의 민간투자는 도로·터널·항만·부두를 비롯하여 철도사업으로서 경량전철과 중량전철인 도시철도뿐만 아니라 국가일반철도까지 광범위하게 적용되고 있다. 일반적으로 철도는 대부분 BTO(수익형)사업으로 추진되었으나 최근 대형사업인 일반철도가 BTL(임대형)로 추진되는 경향을 보이고 있다. 이는 일반철도사업이 경량과 중량철도에 비해 낮은 수익성을 보이기 때문에 BTL로 추진된다는 의미로 받아들여지는데 적용하는 민자방식의 여부를 차제하고 일반철도사업이 타당성과 민자적격성을 가지고 있는지가 중요하다. 타당성은 해당 사업자체를 추진할 경제적·재무적 타당성이 있는지를 내부수익률로 평가하는 것이고 민자적격성은 타당성이 있는 사업 가운데 민간실행대안(PFI)과 정부실행대안(PSC)을 비교하여 PFI에 더 높은 재정가치(VFM)가 있는지를 식별하여 민자사업 추진여부를 판단하는 것이다. 본 연구에서는 기투자 되었으며, 건설 중인 두 개의 일반철도사업을 사례로 예비타당성과 민자적격성을 비교하여 BTL민자사업이 일반철도 사업에서 대안이 될 수 있는지를 분석하였다. 결과적으로 두 사업 모두 타당성에 다소의 문제가 있어 보이며, 민자적격성도 PSC에 비해 PFI가 높은 실적을 낸다고 볼 수 는 없었다. 특히 두 번째 사례의 VFM에서 비용절감율은 0.34%에 지나지 않아서 민자적격성이 있는지에 대한 판단을 유보할 수도 있었다.

다국어 초록 (Multilingual Abstract)

Public Private Partnerships(PPPs) of transportation infrastructure is widely applied to the Rail Projects; light rail transit, metro rail network, and trunk line, including road, tunnel, port, and pier. Generally, most of railways were pushed forward as Build-Transfer-Operate (BTO) projects. Recently, however, the trunk lines as mega-projects tend to be promoted by BTL projects. This is because the trunk line projects show low profitability, compared to light and heavy trail transit. Leaving the type of PPPs, the validity and VFM of the trunk line projects is important. The validity of having economic and financial benefit is assessed with internal rate of return. After validity test, VFM test is used to compare Private Finance Initiative(PFI) with Public Sector Comparator(PSC). When the PFI is higher than PSC as present value of total cash flow, the project is proposed as PPP agenda. In this study, based on two cases of BTL trunk line projects, the researcher analysed preliminary validity and VFM test in order to find out that the BTL trunk line project would be alternative in the trunk line project. As a result, both the BTL projects have some problems and there is little difference between PSC and PFI in the VFM test. In the second case, especially, the authority could reserve his judgement of the VFM test because the rate of cost-reducing was just 0.34%.
