노인빈곤대책의 문제점과 소득보장정책 연구

국문 초록 (Abstract)

국가나 사회가 노인들을 빈곤상태에서 벗어날 수 있도록 최소한의 정기적 소득을 확보해 주는 것이 노인소득보장정책이다. 노후의 소득보장책이 불완전한 우리현실을 감안하여 확대되고 있는 노인들의 빈곤현상의 원인을 알아보고 사회적 해결책이 무엇인지 알아보았다. 각 사회별로 시대와 처한 상황은 다르지만 복지 선진국의 경험을 타산지석으로 삼아 우리문제를 살펴보았다.
국내의 인구노령화 현상을 그 유례를 찾아보기 어려울 정도로 급속히 진행되고 있다. 보건. 의료기술의 향상과 생활여건의 개선, 등으로 생존자의 기대여명은 늘어나고 있는 반면에 출생인구는 급속히 감소한 원인에 기인한다. 노인문제는 사회적 현상이다. 개인이 대처하고 적응해서 해결될 문제는 아닌 것이다.
여러 가지 노인문제 중 노인빈곤 문제에 대하여 인류의 최대고안물 중의 하나라고 하는 연금보험을 포함한 사회안전망을 통한 소득보장을 중심으로 논의를 전개 한다. 이 글의 쟁점사항을 노인소득보장 정책과 관련하여 노후의 안정적인 생활수준을 위한 수급액의 적정성(adequacy)과 연금사각지대의 해소를 위한 연금보장(coverage)에 맞추고 두 가지의 이해 상충(trade off)을 이해하면서 동시에 목표의 충족을 위한 현실적인 방안들을 찾아보았다.
우선, EU 주요회원국들의 선진복지제도와 나라별 추진과제들을 살펴보았다. 공통적으로 연금제도의 건전성 확보를 위한 개혁이 진행 중인 가운데서도 인구노령화에 따른 중. 고령자들의 근로유인을 통한 점진적 퇴직제도는 다양한 형태로 반영되고 있다. 우리사회는 일시적이나마 일자리 부족의 문제를 격고 있으나 빠른 시일 내에 맞이하게 될 노동인력부족과 고령화 사회 의 다양한 문제점에 대한 대책을 배울 수 있다. 우리나라 사회안전망의 구조적인 이해와 성숙되지 않은 사회보장체계와 연금제도들을 이해하면서 외국의 사례와 우리의 현실을 기준으로 비교하여 연구된 정책대안들을 종합하였다. 2007년 7월에 개정된 국민연금 개정내용을 검토하고 평가하여 개선된 점과 부족한 점들을 찾아보았다. 국내 노인소득 보장정책의 개선방향은 중.단기 대책으로는 국민연금사각지대의 해소방안, 다층 소득보장체계의 조기구축, 국민기초생활 보장제도의 개선, 경로연금제도의 개선, 부양의무자기준폐지 등이다. 장기적인 대안으로는 최저소득보장제도, 다층보장제도의 확충, 서구 복지선진제도의 도입 등이다. 노인빈곤대책의 또 다른 중요한 축은 노동기회 제공과 근로시장 참여 촉진책이 있으므로 근로연계대책의 중요성도 지적하였다. 연금 사각지대 해소방안에 따른 연금보장(coverage) 확대 정책으로는 소득관리체계 개선, 납부예외허용축소, 성실한 납부유도, 차 상위계층의 가입기간 연장, 연금 크레딧 제도, 보험료 면제기간 도입, 임의가입제도 활성화 대책도 검토하였다.
요컨대 대책의 분류기준은 지속가능성(sustainability)에 관련된 개혁조치로 말미암은 수급요건(연금 coverage)사각지대 대책, 물적 측면의 소득 충분성(adequacy)대책, 시대와 여건이 변화함에 따른 제도의 합리적 현대화(mordernization)대책으로 정의하였다.
아울러 수명연장으로 생애주기가 재편되고 노동시장 참여 행태가 본질적으로 변화하고 있는 현 사회에서는 노년기의 노동참여와 활동이 노인빈곤문제를 해결하는데 특히 중요하게 고려해야 할 대안이다. 노인의 노동시장 참여 전략을 상호 연관하여 모색하는 연구와 논의를 통해, 노인빈곤 문제의 보다 효과적인 해결방안을 모색해야 할 것이다.

다국어 초록 (Multilingual Abstract)

The elderly income guarantee policy is designed by government or society to assure the elderly of a minimum regular income to help them escape from their poverty. This study reviewed the causes of the elderly people''s poverty spreading in our society and examined the ways to solve them. To this end, this study reviewed advanced welfare nations'' experiences in comparison of our conditions.
Our society is being rapidly aged, which is unprecedented in the history of mankind. While the life span expands gradually due to development of health and medical technologies and improvement of living standards, the birthrate is rapidly falling. Anyway, the issue of the elderly people is a kind of social phenomenon. It can hardly be solved only through individuals'' efforts and coping.
This study discussed guarantee of elderly people''s income through the social security net including the pension insurance assessed as one of the best alternatives for resolution of the elderly poverty. To this end, the researcher focused on adequacy of subsidies for elderly people''s stable old age life and coverage of the pension insurance for removal of its blind spots and thereby, explored the realistic ways to achieve these two goals based on the understanding of the trade off between the two.
First of all, the researcher reviewed the advanced welfare systems of the major EU countries and the challenges of each nation. These countries have been reforming their systems for a sound pension system, while inducing the middle- and old-aged people to be engaged in works through diverse gradual retirement systems. Although temporarily, our society suffers from shortage of job opportunities, but we can learn from the advanced welfare countries that we will soon face shortage of the labor force as well as diverse problems of an aged society. our social security net is not well structured, while our social security system and pension systems are not sufficiently matured. In consideration of such conditions, the researcher compared foreign and our cases to explore some policy alternatives suitable to our conditions. In this context, the researcher examined our national pension system revised in July, 2007 to find its improvements and problems. The long- and short-term challenges for guarantee of the elderly income are removal of the blind spots not covered by the system, earlier construction of multi-layered income guarantee system, improvement of people''s basic living guarantee system, reform of the elderly insurance system, abolition of the criteria for those obligated to support their elderly family members, etc. The long-term alternatives are establishment of a minimum income guarantee system, expansion of multi-layered guarantee system, introduction of the advanced Western welfare systems, etc. Another important axis for solution of the elderly poverty may be expansion of the job opportunities and encouragement of the elderly in the labor markets, so it is important to link the social security net with the labor markets. In addition, in order to remove the blind spots of the pension system and thereby, expand its coverage, the researcher examined such measures as improvement of income management system, reduction of exemptions from payment of pension premium, encouragement of sincere payments, extension of subscription period for the upper-middle-class, introduction of the pension credit system, period for exemption of premium payment and activation of the voluntary subscription system.
In short, the reform measures suggested by this study may be categorized into sustainable measures for removal of the blind points not covered by the pension system, measures for adequacy of income and reasonable modernization of the system over time.
In our current society where the life cycle and the behaviors of participation in the labor market are being reorganized due to expanding life span, it is particularly important to induce the elderly to participate in labor to solve their problem of poverty. It is hoped that future studies will interlink the strategies for their participation in the labor markets to find more effective solutions to the elderly poverty.
